Planning & Administration is responsible for tracking and reporting all facilities inventory information, facilities condition audits, space planning, and capital project tracking. The department is also responsible for Operations Division Information Systems and Information Technology desktop support. Planning & Administration services include relocation project management, custom campus maps/floor plans, Emergency Action Plan development, and space analysis/optimization projects.

Utilities provides manufactured utilities to the campus and Health Science Center in the form of steam, chilled water, compressed air, and treated water.

The Physical Plant Services Section ensures daily custodial services are available to educational and general (E&G) buildings, provides contract custodial services to auxiliary facilities as required, maintain the University's vehicle fleet, operates a vehicle rental fleet, and provides trash retrieval and disposal throughout campus.

The Operations Division Department of Business & Administrative Services provides administrative and business services to the Division and the Campus. MailTech serves the campus daily with a full range of mail services and delivery to departments and dormitories. Our Resource Office, Business Office, Purchasing Office and Safety Office provide financial and administrative services to the seven departments within the Operations Division.
Grounds Maintenance

Grounds Maintenance is responsible for all outdoor functions (landscape, irrigation, traffic signals, sidewalks, parking lots & streets) also the Interior Maintenance Plant Program on and off the campus. While managing 16 crews and office staff on an average of 90 employees, this department creates, maintains and continually enriches the outdoor of the Texas Tech University campus environment to assure a safe, well maintained, and aesthetically pleasing atmosphere for students, faculty, staff, visitors, and future Red Raiders.

Sean received a BA in Management and a Masters of Agriculture both from Texas Tech University. Sean has been with the University since 1987 and was recently promoted to the Assistant Vice President for Operations. Within his current responsibilities he oversees the areas of Planning and Administration, Building Maintenance and Construction, Utilities, Services, Engineering Services, Business Services and Grounds Maintenance.

Dale, a Lubbock native , started his career at Texas Tech with eight years of maintenance and operations experience with Johnson & Johnson Inc. and four years of residential/commercial plumbing and HVAC experience. In 1986 he started with the Section of Utilities as a Utility Plant Operator and promoted up through the ranks to Instrument Tech, Plant Foreman, CHACP II Superintendent, Operations Superintendent and has been serving as Director of Utilities since 2008. He is a Certified Educational Facilities Professional (CEFP). Dale manages both large Central Heating and Cooling Plants for TTU main campus, TTU Health Sciences Center and University Medical Center. He also manages the boilers and chillers for Museum and Fiber & Biopolymer Research Institute.

Carey Hewett received his BBA degree in Management and his MBA from Texas Tech University. He began his university employment with Hospitality Services as a student and most recently as Associate Director. He currently serves as Director of Services for the Operations Division and is completing his Ed.D. in higher education.

Brenda Shroyer Bullard received her Bachelors of Science in Agricultural Engineering in 1990 and her Master's in Civil Engineering in 1993 from Texas Tech University. She began her career with Texas Tech Operations Division in 2007 as the Associate Managing Director for the Physical Plant. In 2012, she became the Director for Engineering Services for the division. Prior to joining the university, she spent 12 years in civil and environmental consulting . She is a licensed engineer in the State of Texas as well as a Certified Educational Facilities Professional. In addition, she is a member of the Association of Physical Plant Administrators and the Texas Society for Professional Engineers.

Michele Hamilton has a Bachelor of Science degree and a Master of Business Administration from Wayland Baptist University. She began working for Texas Tech University Operations Division in 2000 as an Accountant and served as Unit Manager, Unit Associate Director, and in 2012, became Director of Business Services for Operations Division. Prior to coming to Texas Tech, Michele spent nine years with US Foods in various roles. She is a member of National Association of College and University Business Officers (NACUBO) and APPA, the professional organization for educational facility managers.

Charles Leatherwood has a Bachelor of Applied Science in Management from Wayland Baptist University. He began working for Texas Tech as a Student Assistant in 1981 and progressed throughout the department until 2008 where he became the Sr. Superintendent. In 2015 he transferred to Operations Division Engineering Services as a Project Manager and April 2015 became the Interim Director for Grounds Maintenance.
