The Student Agricultural Council Scholarship Endowment was established by Student Agricultural Council Members and Marvin J. Cepica in 1995. Upon Dr. Cepica's retirement as Dean of the Davis College of Agricultural Sciences & Natural Resources in 2007, the name of the scholarship was changed to honor his commitment to the college and to the Student Agricultural Council. These scholarships are available for students in the Davis College of Agricultural Sciences & Natural Resources who are active in the Student Agricultural Council as officers or representatives.

The Student Agricultural Council was formed in 1927 as a leadership organization to establish a working relationship between students, faculty, administration, the college and the agricultural and natural resources community. It consists of representative members from the different clubs and organizations within the college. Dr. Cepica served as the Ag Council Sponsor from 1984 – 2003. He had a great passion for Ag Council and was instrumental in many alumni leaders' lives that are now representing the college in the workforce.

Dr. Cepica was appointed the Dean of the Davis College of Agricultural Sciences & Natural Resources effective May 1, 2004. He served the College and Texas Tech University in various faculty and administrative capacities since his initial employment as a faculty member in the Departments of Agricultural Education and Agricultural Engineering in 1977. Prior to joining Texas Tech, he taught high school agri-science for eight years.
He received his baccalaureate and master's degrees in Agricultural Education from Texas Tech in 1966, and 1967 respectively. He obtained his doctorate from Oklahoma State University in 1977.
In addition to college and university service, he served in numerous state, regional and national leadership positions, promoting the college and higher education, as well as agricultural and natural resources industries.
