The Senator Duncan Texas Legislative Internship Scholarship Endowment was established in 2014 by Robert and Terri Duncan. The funds provide scholarships for students participating in the Davis College of Agricultural Sciences & Natural Resources' Government Internship Program. The recipients intern for the Texas State Senatorial District 28, and exemplify leadership and commitment to service within the state government.

The Honorable Robert L. Duncan received his bachelor's degree in agricultural economics in 1976 and law degree in 1981 from Texas Tech University. He became the fourth chancellor of the Texas Tech University System on July 7, 2014. As chancellor, he serves as the Chief Executive Officer of a $2 billion higher education enterprise with four component institutions – Texas Tech University, Texas Tech University Health Sciences Center, Angelo State University and Texas Tech University Health Sciences Center El Paso. Operating on more than a dozen campuses, the Texas Tech University System has a $1.1 billion endowment, enrolls more than 51,000 students and has nearly 325,000 alumni.

Before becoming Chancellor, Robert served in the Texas Legislature for more than two decades as a State Representative and State Senator. He also was a law partner at Crenshaw, Dupree and Milam in Lubbock for more than 25 years. He advised clients in insurance law and commercial litigation, among many other areas of his legal practice, and remains of counsel for the law firm.

Robert is married to Terri Duncan. They each have two children, and all of them are graduates of Texas Tech University.
