The Hallie I. and Ernest B. Fish Scholarship Endowment was established by Dr. Ernest B. and Hallie I. Fish in 1985. The scholarship is awarded to any classification of students who are majoring in the Department of Natural Resources Management based on scholarship, citizenship and need.

Dr. and Mrs. Fish currently reside in Lubbock, Texas. They came to Texas Tech University in 1973 when Dr. Fish accepted a faculty position in what was then the Department of Park Administration, Landscape Architecture, and Horticulture. In 1993 Dr. Fish joined the Department of Range, Wildlife, and Fisheries Management when his original department underwent a name and organization change to become the Department of Landscape Architecture. In 2006, the Department of Range, Wildlife, and Fisheries Management became the Department of Natural Resources Management.

Mrs. Fish initially worked for First Manufactured Homes as a bookkeeper and office manager; later she formed Fish and Company a financial records and bookkeeping firm. In 2014 she sold the firm and retired. The Fish family includes a son, Douglas, his wife Marilyn and their son Sean. Sean is currently employed by Allstate Fence Company. Douglas is a Lieutenant with the Lubbock Fire Department and Marilyn works as a building construction detailer.

Dr. Fish's educational background was in forestry and range management with minors in statistics. He was originally hired at Texas Tech University to teach Watershed Management and Aerial Photo Interpretation. As the geo-spatial technologies, GIS and GPS, became popular he also taught those topics as well as an undergraduate course in statistics. At various times he served in a variety of administrative capacities -- interim chairman of both the Park Administration and Landscape Architecture Department and the Range, Wildlife, and Fisheries Department; interim Assistant Dean of the Davis College of Agricultural Sciences & Natural Resources; and from 1989 to 2008 he was Chairman of the Department of Range, Wildlife, and Fisheries Management which became the Department of Natural Resources Management in 2006. In January 2014, Dr. Fish retired from Texas Tech University.
