Gov. Perry Appoints Four New Members to Texas Tech University System Board of Regents
Rick Francis and Bob Stafford reappointed, TTU alumni John Scovell and Jerry Turner newly appointed.
Gov. Rick Perry appointed four individuals to the Texas Tech University System Board of Regents. The appointments are subject to senate confirmation.
L. Frederick Francis
L. Frederick Francis of El Paso is chairman of Bank of the West - El Paso and is being reappointed to the board. He serves on the board of the El Paso Chamber of Commerce Foundation, Regional Economic Development Corporation Foundation and Western Refining, Inc. He is also a board member of the Medical Center of Americas Foundation, Providence Memorial Hospital and Sierra Medical Center. Francis is a member of the Paso del Norte Group and the Texas Philosophical Society. He received a bachelor’s degree from Texas Tech University. His term will expire Jan. 31, 2013.
John Field Scovell
John Field Scovell of Dallas is president and CEO of Woodbine Development Corporation. He is a member of the Texas Tech University Foundation President’s Council and Texas Tech Alumni Association National Board of Directors. He is also past president of the Dallas Red Raiders Club and a recipient of the Texas Tech University Distinguished Alumnus Award. Scovell is chairman-elect of the Dallas Citizens Council, and a member of the Salesmanship Club of Dallas, Dallas Assembly and Dallas Citizens Council. He volunteers as a trustee of the Children’s Medical Center Dallas and Southwestern Medical Foundation. Scovell formerly served in the U.S. Army Finance Corps, and received a bachelor’s degree from Texas Tech University and a master’s degree from Harvard Business School. His term will expire Jan. 31, 2013.
Jerry Edward Turner
Jerry Edward Turner of Blanco is a partner of Vinson and Elkins, L.L.P. He is director and chairman of the Texas Tech Foundation, Inc. and Baptist Foundation of Texas, Inc. He is also a director and past chairman of St. David’s Community Health Foundation. Turner is a founding fellow and former president of the American College of Bond Counsel, Inc., life fellow of the Texas Bar Foundation and founding fellow of the Austin Bar Foundation. He is a member of the National Association of Bond Lawyers, National Association of Public Pension Attorneys and Austin Bar Association. He formerly served in the U.S. Navy Judge Advocate General’s Corps. Turner received a bachelor’s degree from Texas Tech University and a law degree from Vanderbilt University where he was a Patrick Wilson Merit Scholar. His term will expire Jan. 31, 2013.
Bob L. Stafford
Bob L. Stafford, M.D., of Amarillo is being reappointed to the board to complete J. Frank Miller's unexpired term. He is a retired orthopedic surgeon and partner of Stafford Cattle Company of Matador. He is past chairman of the search committee for president of the Texas Tech University Health Science Center and the Amarillo Area Texas Tech Horizon Campaign. Stafford serves as a member of the Texas Tech University Chancellor’s Council and the Double T Association. He received a bachelor’s degree from Texas Tech University and a medical degree from the University of Texas Southwestern Medical School. His term will expire Feb. 1, 2009.
