Short Biography

Dr. Harper is a demonstrated visionary technical leader and highly motivated Senior Executive with a strong history of technological, managerial, and business success. He has over 20 years of experience in establishing strategies, designing and managing complex technical programs, and building high performance organizations in government and commercial markets. Dr. Harper has a solid track record of delivering transformative change in complex information technology environments.

Dr. Harper’s career path has included several Department of Energy (DOE) National Laboratories. Currently, at Pacific Northwest National Laboratory in Richland, Washington, he has developed the Laboratory’s enterprise cyber security strategy. Previously at the Laboratory he held positions as a Research Scientist in high-performance computing and networking, Operations Manager for the Laboratory’s Super Computer Center, and Senior Program Manager supporting national security interests.

As a federal employee at DOE headquarters in Washington, D.C., he served as Director of Information and Special Technology Programs for the Office of Counterintelligence (CI) and established the National CI-Cyber program including a cyber-sensor network covering the major research entities of the Department. At Idaho National Engineering Laboratory in Idaho Falls, Idaho, he held the position of Chief Information Technology Officer and then transitioned into the role of Director of Critical Infrastructure Protection for the Laboratory’s National and Homeland Security organization. Dr. Harper also served for five years as the Chief Information Officer of Los Alamos National Laboratory in Los Alamos, New Mexico.

In the financial services sector, Dr. Harper served as the Technical Security Manager at Bridgewater Associates, the world’s largest and most successful hedge fund headquartered in Westport, Connecticut. Bridgewater manages approximately $150 billion in global investments for a wide array of institutional clients, including foreign governments and central banks, corporate and public pension funds, university endowments and charitable foundations.

Dr. Harper has been recognized for his contribution in the information technology and security arenas by the Secretary of Energy and the Administrator of the National Nuclear Security Administration. He received the Charlene Douglas award, the highest honor bestowed by the Department of Energy for lifetime contribution to the field of cyber security. He was recognized by Texas Tech University as a Distinguished Engineer; the first Computer Science graduate to receive this honor.
