Shelby is a Lubbock native that graduated from Abilene Christian University in 1991. She finished her masters degree in Counselor Education at Texas Tech University while teaching special education at Lubbock ISD. Shelby did family counseling for LISD before becoming a full-time instructor at Texas Tech. She is currently serving in the role as Testing Coordinator and is a Senior Lecturer in the Teacher Education Department.
