As a Program Director for TTU eLearning, Bill works with course authors to develop exemplary online curriculum for students worldwide. Additionally, he oversees the annual audit for credit by examination as mandated by the Texas Education Agency. He previously served as TTU's first coordinator for national and international scholarships, advising and mentoring students pursuing competitive and prestigious educational opportunities.

After receiving a diploma in Modern Standard Arabic from the Defense Language Institute at the Presidio of Monterey, Bill served in the Army as a military linguist. He has an enduring interest in linguistics and enjoys learning a variety of modern world languages.
