Executive Administrative Associate
Dahlia Guerra serves as the Executive Administrative Associate to the Senior Vice President and Vice Provost. In her role, she provides support to the Senior Vice President and Vice Provost. Dahlia has been employed at Texas Tech University since 1993, working in the Department of Chemistry & Biochemistry, the Department of Financial Affairs & Comptroller, and the Office of the President prior to transferring to the Senior Vice President's and Vice Provost's office in the fall of 2009. Dahlia is currently working toward her BA in University Studies with concentrations in Sociology, Personal Financial Planning, and Spanish. Dahlia enjoys spending every spare moment with her family, children and grandchildren who are the joys of her life.
Paul S. Ruiz is a graduate of Texas Tech University and Stanford Law School. Employed as an attorney in Austin, Texas, Paul came to Tech in February 2010 after 21 years of practicing law. Paul's practice included representing electric utility companies before the Public Utility Commission of Texas, representing gas utilities before the Texas Railroad Commission, helping clients with lobbying and political action committee registration and reporting to the Texas Ethics Commission, and monitoring legislation and regulatory activities at the Texas Legislature. At the law firm, Paul was Chair of the firm's Diversity Committee and served as Chair of the Recruitment Committee for eight years. While in Austin, Paul was a member of the Hispanic Bar Association and founded the Law Firm Diversity Report, which ranked attorney diversity in Austin's 25 largest law firms. Before attending law school, Paul handled military and migrant affairs for U.S. Congressman Kent Hance in Lubbock.
Paul's primary responsibility for the Division is faculty diversity training and compliance, as well as operation of The National Registry of Diverse & Strategic Faculty, an online database of candidates seeking teaching positions in higher education. Paul is also responsible for ensuring that all summer camps owned and operated by Texas Tech comply with state law and regulations required by S.B. 1414. Additionally, Paul handles special projects assigned by the Vice President of Institutional Diversity, Equity & Community Engagement, Dr. Juan Muñoz.
Paul currently serves as Advisor to Omega Delta Phi, a multi-cultural service and social fraternity, and Phi Alpha Delta, a co-ed professional law fraternity. Paul is also an active mentor in the Mentor Tech program.
Executive Administrative Associate
Avelina Padilla serves as the Executive Administrative Associate in the office of Institutional Diversity and reports to the Executive Associate at Texas Tech University. Avelina provides support to the Senior Vice President and Executive Associate while managing the front office and making visitors feel welcome. Prior to joining Tech, Avelina worked at Frenship ISD in the curriculum department and Levelland ISD with special programs. Avelina holds a B.A. in Business Administration and is currently working on her Master's Degree. Avelina lives a full life with her husband, four daughters, sons-in-law, and grandchildren.
Debbie Torrez serves as the Unit Manager/Financial Analyst in the Office of the Senior Vice President and Vice Provost. She has been employed at Texas Tech University since 1996, and has served as the Budget and Financial Analyst for University College and the former Senior Vice President for Student Affairs & Enrollment Management prior to joining the Office of the Senior Vice President and Vice Provost. In her role, Debbie provides budget and financial advice to 30 departments in Institutional Diversity, Equity & Community Engagement, Undergraduate Education and Student Affairs, in addition to managing the Senior Vice President and Vice Provost's budget. She is an advisor to the Interested Ladies of Lambda Theta Alpha Latin Sorority, Inc., and Lambda Theta Alpha Latin Sorority, Inc. Debbie has also been the Co-Chair for the State Employee Charitable Campaign (SECC). She received a certification in Computer Accounting in 1996, and was also the valedictorian at International Business College. Debbie received a Bachelor's Degree in Personal Financial Planning in May 2014. She enjoys spending time with her husband and two children, Selena and Tres and would not trade them for the world.
