Chapter 1607 - Reserve Educational Assistance Program (REAP)
Entitlement:
All persons eligible under Chapter 1607 will have 36 months of entitlement regardless of how long they serve. No one can receive more than 48 months of combined entitlement.
Combination of Programs:
A claimant may be eligible for benefits under multiple education programs. The claimant MUST elect which program he/she wished to use. Benefits can’t be paid under any program until election is received. Payment of two programs simultaneously is prohibited.
Ending Dates:
There is no specific ending date for an eligible Chapter 1607 reservist as long as the member continues to serve in:
- The Selected Reserves, if called to active duty while serving in the Selected Reserves or:
- The Individual Ready Reserve (IRR), if they were called to active duty while in the IRR.
A service member who is separated because of a disability not the result of willful misconduct has a period of eligibility of 10 years beginning on the date he/she became eligible for REAP. The member must have been discharged for disability to receive this 10-year period.
Basic Eligibility:
On or after September 11, 2001, a service member of the ready reserve is eligible if the service member:
- Served on active duty in support of a contingency operation for 90 consecutive days or more; or
- Performed full-time National Guard duty for 90 consecutive days or more for the purpose of responding to a national emergency and supported by Federal funds.
- Individuals are eligible as soon as they have served 90 consecutive days on active duty in a qualifying period of active duty.
Basic Monthy Rates are determined by trhe length of active duty service.

- MGIB-SR kickers are determined by the DOD and are not listed. A claimant is entitled to his/her kicker under REAP. The kicker is not subject to any adjustments because of the percentage level paid; however, it is prorated based on the claimant’s training time.
- Benefits are terminated under REAP if the reservist receives financial assistance under section 2107 (Senior ROTC scholarship); or separates from Selected Reserves, if the member was called up while in Selected Reserves; or separates from the Individual Ready Reserves (IRR) if member was called up while in IRR.
- Correspondence entitlement is charged based on the rate of one month for a benefit amount equal to the full-time institutional rate.
To apply for this chapter, obtain and submit the application for VA Educational Benefits, form 22-1990, along with a copy of your DD-214 and Notice of Basic Eligibility (NOBE), form 2384 that you obtain from the Education Officer of your Unit, to the Veterans' coordinator, Room 117, West Hall.
Once a file is established and the student is enrolled, monthly verification of enrollment is required of the student by VA. Submit your monthly verification by toll-free touch-tone telephone at 1-877-823-2378 or connect to the internet site at www.gibill.va.gov and follow the Web Automated Verification of Enrollment (WAVE) program. If your enrollment has changed during the month, you must verify your enrollment through the WAVE program. Payment can be expected 3-15 days from the date VA was notified of verification.
