Educational Safety Programs and Services

The following safety programs are available to Texas Tech University students, faculty, and staff:

Educational Safety Programs

Assessment and Response Team (ART) – Consisting of members of the university staff, this team is designed to respond to crises that can have a significant effect on the campus and Lubbock communities. The team will coordinate the University’s response to crises involving students while paying special attention to the safety and security needs of members of the University community. The team will offer counseling, guidance, and appropriate support to students, their families, and University caregivers. The Assessment and Response Team, when appropriate, will use crises as “teachable moments” which may enhance the quality of life for all those touched by crises.

Guest Speakers – At several points during the year guest speakers oare sponsored by multiple departments, the speakers are reality based and entertaining.

Raider Assistance Program (RAP) – RAP is a comprehensive Alcohol, Tobacco, and Other Drugs (ATOD) prevention, intervention, and education program. A centralized assistance center providing education, assessment, intervention, and treatment referral is available to Texas Tech University students at Student Health Services in Thompson Hall.

Residence Hall Programs – Housing and Residence Life in conjunction with other departments on campus offer hundreds of programs in the residence halls per year. The program topics include issues such as Safety on Campus, Alcohol Use and Abuse, Healthy Relationships, Drugs, Violence in Relationships, and Personal Management.

SASSI – A screening instrument utilized by the Raider Assistance Program (RAP). The Substance Abuse Subtle Screening Inventory is a brief and easily administered screening measure that helps identify individuals who have a high probability of having a substance dependence disorder. This screening instrument is helpful to RAP in identifying students who need referral for further assesment and/or treatment services.

Student Review Committee - Administrators from different areas within Student Affairs meet on a regular basis to review and discuss safety and security as well as to proactively address issues and concerns.

Alcohol Edu –Texas Tech University has contracted with the 3rd Millennium Classrooms Corporation to provide alcohol education for students. This program is employed primarily as an alcohol education and introspection tool through the Student Judicial Programs component of the Student Mediation Center for students involved in the student judicial process. The Under the Influence™ program is a hands-on guide for a student to think about their personal alcohol use. The nine lesson course provides important information about alcohol and other drugs in context with physiological and psychological implications through a critical-thinking application in a web-based format. The lessons include topics such as: abstinence, social drinking, problem drinking, marijuana, drinking laws in the state, etc. The web-based program is at a cost to the student, though minimal, and there are scholarships available for students who have financial hardships. Upon completion of the course, the student, as well as the institution, is mailed confirmation of completion. This program is also used in preventative alcohol education through Student Health Services.

Services

A crime in progress should be reported immediately to the appropriate law enforcement agency.

Security for academic buildings is coordinated between the Academic Facilities Manager and the Texas Tech Police Department.

Blue Light emergency telephones have been placed in strategic locations throughout the Texas Tech University campus. When an emergency telephone is picked up, the Texas Tech Police Department will answer and immediately know the location from which the call is being placed.

Crime Line - individuals in the City of Lubbock can report crimes or information about crimes anonymously by calling (806) 741-1000.

Crime Prevention Officer a full-time Crime Prevention Officer with the Texas Tech Police Department provides programs on acquaintance rape, sexual assault, personal safety, alcohol/drug awareness, DWI, burglary/theft prevention, harassment, suicide prevention/intervention and is available to address any faculty, staff, or student's needs. Criminal Activity Notices students and employees will be regularly provided with information regarding crimes that occur on the campus of Texas Tech University through The Daily Toreador and TechAnnounce. Information regarding crimes which may be an immediate threat to members of the University community identified by the Texas Tech Police Department shall be disseminated by the News and Publication Office.

The Housing and Residence Life staff coverage is maintained daily with Residence Life Coordinators, Community Advisors, and Student Assistants when halls are in operation. Guards employed by the Department of Housing and Residence Life through the Texas Tech Police Department make frequent rounds during the evening hours of areas adjacent to the residence halls, (e.g., campus parking lots, outside entrances, main lobbies, etc.)

Off-Campus Emergencies - students, faculty, and staff should dial 911 to contact the Lubbock Police Department, or the appropriate law enforcement agency. Non-emergency calls off campus and within the City of Lubbock should be placed to (806) 775-2865. Students may also want to notify other residents and/or the landlord.

On-Campus Emergencies - students, faculty and staff should DIAL 9-911 to notify the Texas Tech Police Department. Non-emergency calls on campus should be placed to the Texas Tech Police Department administration number at (806) 742-3931. Residence hall students are also encouraged to report crimes to their Community Advisor and/or Residence Life Coordinator.

Operation ID, including marking assistance, is available through the Texas Tech Police Department.

State licensed and certified Police Officers patrol the campus 24 hours a day, 365 days a year on a shift basis. The Texas Tech Police Department has an authorized strength of 73 personnel of which 48 are commissioned police officers. The number of staff serving on any particular shift will vary depending on availability and the needs of the campus. In addition to the officers there are 12 communication operators, 7 guards, and 6 office staff.

Raider Watch Program - This is a community involvement program between the Texas Tech Police Department, the Texas Tech Custodial Services, and the Texas Tech Physical Plant in which the departmental employees help the Texas Tech Police Department in the detection and reporting of crimes and suspicious activity in their work areas. In return, the Texas Tech Police inform the departmental employees of criminal activities known to be occurring in their work areas.

Safety Lighting has been placed in strategic locations on campus. When individuals notice that exterior lights are not working they should report the location to the Department of Building Maintenance at (806) 742-3301. Traffic lights that are not working should be reported to Grounds Maintenance at (806) 742-3801.

Shuttle Buses on campus operate in the evenings to provide safe transportation for individuals after the campus bus service stops operation at 5 p.m. Shuttle bus service is provided between 10 p.m. and 3 a.m seven days a week. Individuals can board the buses anywhere along the scheduled route, and can ride to residence halls, academic buildings or campus parking lots. Shuttle bus service operates during the fall and spring semesters when classes are in session. Shuttle van route schedules are available from the Residence Halls, the Student Mediation Center, Traffic & Parking office, Student Government Association office, Student Health Services, University Library, and Texas Tech Police Department.

The Student Counseling Center at (806) 742-3674 can assist individuals who are victims of crime.

Additional safety programs and materials are available to students, faculty, and staff sponsored by a number of university and community resources including, but not limited to: the Student Mediation Center, Department of Housing and Residence Life, Lubbock Police Department, Lubbock Rape Crisis Center, Student Health Services, Student Counseling Center, and Texas Tech Police Department.
