Relationship of the Texas Tech Police Department with State & Local Police Agencies

Texas Tech Police Department Operations & Procedure Manual

FAOP 100-2 Section VI states, in part:

VI. Conduct Toward Colleagues and Members of the Community.

1. Police work is essentially a team effort. Cooperation with colleagues and members of the community is essential to the rendering of quality service. Therefore, members must do their utmost to establish good working relationships with peers, superiors, subordinates, employees of other agencies, and their citizens. We, and those whom we deal with, may be different in many significant ways - race, religion, background, outlook, but, regardless of private thoughts and feelings, we must accept the existence of these differences and not let them become decisive. In the interests of the service, our conduct toward everyone we contact must be civil and considerate."

2. The Texas Tech Police Department has maintained and continues to maintain a close working relationship with Federal, State and local law enforcement agencies. Among the agencies with which the Texas Tech Police Department has conducted joint criminal investigations are the Federal Bureau of Investigation, the U.S. Secret Service, the Federal Bureau of Alcohol, Tobacco and Firearms, the Texas Department of Public Safety, the Texas Alcoholic Beverage Commission, the Lubbock County Sheriff's Department, the Criminal District Attorney's Office, the Lubbock Police Department, and the Lubbock, Independent School District Police Department. The working relationships with other agencies, in addition to criminal investigations, includes coordinated efforts in providing law enforcement services during athletic events, events at the United Spirit Arena and other special events occurring on campus. Command personnel from the Texas Department of Public Safety and the Lubbock Police Department attend all home football games in order that additional assistance may be obtained from either agency in the event of an emergency. Other agencies with which the Texas Tech Police Department maintains close working relations include University Medical Center Security, the Lubbock Rape Crisis Center, the Lubbock, County Youth Center, Women's Protective Services and Children Protection Services.
Texas Tech Police learn of off-campus crimes from other local agencies when those agencies request assistance or when they routinely pass on information that may be of mutual interest. Because TTPD's jurisdiction does not extend to the premises of off-campus student organizations, its role in investigations of such criminal activity is limited to information sharing, cooperation and coordination with the investigating agency upon request.

Open Campus Police Log

Schools are required to maintain a public police log of all reported crimes. There will be certain exceptions to protect ongoing investigations and victims of sensitive crimes.

General Provisions

The campus security section of the federal Higher Education Act is formally named in memory of Jeanne Clery. There is a referral to the section of the law, which provides for a $25,000 civil penalty for institutions in violation of the reporting requirements.

Drug Convictions

Students convicted of various drug offenses will lose their student aid eligibility for specified periods of time depending upon whether the conviction was for use or sale and by how many times they have been convicted.
