Dr. Stephanie Hart is the OnRamps Site Coordinator for Texas Tech University. The OnRamps program was established at Texas Tech in 2016 through a partnership with the University of Texas at Austin. OnRamps is a dual-enrollment program designed to prepare high school students to succeed in Core Curriculum courses at flagship universities. Dr. Hart also teaches in the College of Education and is a Board Certified Behavior Analyst—Doctoral Level.

Before joining the Provost's office, Dr. Hart was an Assistant Professor of Practice in Special Education in the Department of Educational Psychology and Leadership at Texas Tech. She has taught courses in the Graduate Program in Applied Behavior Analysis and in the Undergraduate Teacher Education program. Her research interests include developing training programs for Behavior Analysts, for instructors who teach courses in Special Education and classroom and behavior management, and for teachers of students with autism. These projects allow collaboration with the TTUHSC Speech-Language and Hearing Clinic; the Burkhart Center for Autism Education and Research; the Institute for Measurement, Methodology, Analysis, and Policy (IMMAP), the Teaching, Learning, and Professional Development Center (TLPDC), and local school districts. Dr. Hart earned master's and doctoral degrees from Texas Tech and a bachelor's degree from the University of Texas at Austin. She is a certified teacher in general education and special education. Before joining the faculty at Texas Tech, Dr. Hart co-founded a consulting company that served parents and teachers of students with autism, worked as the Autism Services Coordinator for Lubbock-Cooper ISD, and taught in public schools.
