Confidential Reporting Options
If a student discloses an incident to a CSA or Responsible Employee with the condition of remaining anonymous and/or confidential, the CSA or Responsible Employee must still forward the Clery crime statistics and/or report the existence of a Title IX incident to the university, including the names of involved parties (for Title IX reports only), and officials will review the request for confidentiality.
If the circumstances indicate there is a continuing threat to either the victim or the campus community, the responsible official will contact law enforcement to ensure campus community safety. In Title IX matters, law enforcement will not be contacted unless requested by the complaining party.
The information, once referred, will remain private and will be shared only with administrators who have a legitimate educational need to know in order to best assist and support the student. Once the appropriate administrators have been notified of the incident, the university will provide resources and support, promptly investigate, and equitably resolve the allegation according to established University procedures unless the student requests that no action be taken.
Pursuant to the Clery Act, Pastoral Counselors and Professional Counselors are not Campus Security Authorities and are exempt from reporting requirements when acting in their counseling roles. Texas Tech does not employ Pastoral Counselors. A Professional Counselor is defined as a campus employee whose official responsibilities include providing psychological counseling to members of the campus community and who is functioning within the scope of their license or certification.
Students may make confidential reports to on-campus Professional Counselors. In their capacity and function, professional counselors do not make identifiable reports of incidents unless the student specifically requests them to do so; however, Texas Tech encourages counselors to tell victims about the confidential reporting process if and when they deem it appropriate, and to inform students that they can report incidents of crime to the Texas Tech Police Department (TTPD) or local law enforcement. Students may request the Counseling Center to facilitate anonymous reporting using an internal form designed to capture general details about the incident (date, time, location, and brief description of the incident type) for inclusion in the university's Annual Security and Fire Safety Report.
The counselor exemption ensures individuals can provide appropriate counseling services without an obligation to report crimes they may learn about. This exemption is intended to protect the counselor-client relationship. However, even the legally recognized privileges acknowledge some exemptions, and there may be situations in which counselors are under a legal obligation to report a crime.
There are three locations on the Texas Tech Lubbock campus with confidential counselors for TTU students within the United States:
- Student Counseling Center - located on the second floor of the Student Wellness Center, Room 201 at the corner of Flint Ave. and Main St.
- Psychology Clinic - located in Texas Tech Plaza building, Room 103, at 1901 University Ave at the corner of 19th Street and University Ave.
- Family Therapy Clinic - located on the first floor of the Human Sciences Building, Room 165 on Akron, between 15th and Broadway
Confidential Reporting for Employees
An employee may make a confidential report to the Employee Assistance Program (EAP). The Counseling Center provides consultation and therapeutic services for emotional and behavioral problems that impair job performance (including prevention, assessment, treatment, and follow-up) to employers, their employees, and their employees' family members with the primary mission of promoting health and wellness in the workplace.

Anonymous Reporting
The Texas Tech Police Department (TTPD), unless otherwise prescribed by law or as set forth within this Annual Security and Fire Safety Report, does not take anonymous incident reports.
Students may request that licensed counselors at the Student Counseling Center, Psychology Clinic, and Family Therapy Clinic facilitate anonymous reporting using an internal form designed to capture general details about the incident (date, time, location, and brief description of the incident type) for inclusion in the Annual Security and Fire Safety Report. Students may make anonymous reports regarding Sexual Misconduct and VAWA incidents through the online Sexual Misconduct Report Form.
