Programs to Prevent Dating Violence, Domestic Violence, Sexual Assault, and Stalking
Texas Tech administers educational programming consisting of primary prevention and awareness for all incoming students and new employees and ongoing awareness and prevention campaigns for students that:
- Clearly communicate that the institution prohibits the crimes of dating violence, domestic violence, sexual assault, and stalking (as defined by the Clery Act).
- Provide the definitions of dating violence, domestic violence, sexual assault, and stalking as defined by the Violence Against Women Act (VAWA).
- Provide the definitions of dating violence, domestic violence, sexual assault, and stalking according to any applicable jurisdictional definitions of these terms.
- Define Consent and describe what behaviors and actions constitute Consent, in reference to sexual activity, as defined by the student and employee Codes of Conduct and Texas State law.
- Provide a description of safe and positive options for bystander intervention.
- Provide information on risk reduction.
- Provide information regarding:
- Procedures victims should follow if a crime of dating violence, domestic violence, sexual assault, or stalking occurs
- How the institution will protect the confidentiality of victims and other necessary parties
- Existing counseling, health, mental health, victim advocacy, legal assistance, visa and immigration assistance, student financial aid, and other services available for victims, both in the institution and in the community
- Options for, available assistance in, and how to request changes to academic, living, transportation, and working situations or protective measures
- Procedures for institutional disciplinary action in cases of alleged dating violence, domestic violence, sexual assault, or stalking
Security Awareness and Primary Prevention and Awareness Programs
Topics covered by Texas Tech's campus-wide prevention and awareness programs include personal safety and residence hall security, Sexual Misconduct awareness and prevention (sexual assault, dating violence, domestic violence, stalking) bystander intervention, active shooter awareness and response, alcohol and substance abuse awareness, the Code of Student Conduct, academic dishonesty, hazing prevention, maintaining a healthy lifestyle, healthy relationships, civility, and hate crime awareness. Programs are offered continually and as requested by the offices of Student Life, Student Involvement, Fraternity & Sorority Life, Athletics, Student Activities, the Student Counseling Center, Human Resources, Risk Intervention & Safety Education (RISE), Office of Student Conduct, Office of Institutional Compliance, Student Civil Rights & Sexual Misconduct, the Dean of Students Office, and University Student Housing. Resource Fairs area also offered to students and employees and are designed to increase knowledge, share information and resources, promote safety, and reduce perpetration.
Regional campuses may request online versions of each training program.
The Office for Student Civil Rights & Sexual Misconduct and the RISE Office provide primary prevention and awareness programs to all incoming students and employees. These programs involve presenting and distributing educational materials during new student and employee orientations, providing programs by invitation at staff meetings or academic programs, and requiring all incoming students to take online courses related to the prevention of sexual assault and high-risk drinking.
These trainings include:
- Orientation Programs: Include education sessions, passive programming, and resources during RaiderWelcome weeks that educate new students about bystander intervention, alcohol, drugs, dating violence, domestic violence, sexual assault, and stalking.
- RISE Modules: Online courses designed to engage learners in various topics while encouraging thoughtful decision-making. This course takes a deeper dive into one's health, with the mission of creating a more informed, educated, and safer campus community.
- Sexual Assault Prevention for Undergraduates and Graduates: A required online, research-based, interactive course designed to educate college students about policies, reporting processes, community resources, bystander intervention, dating violence, domestic violence, sexual assault, and stalking.
- State Required Employee Trainings: All employees are required to complete an Equal Employment Opportunity (EEO), Title IX, The Clery Act, and Ethical Conduct Compliance Training every two years. An additional Campus Security Authority (CSA) training is required should the position be designated as a CSA.
Ongoing Prevention and Awareness Programs and Educational Workshops
In 2024, Texas Tech University's Student Government Association (SGA) hosted their annual "SGA Safety Week" which covered various aspects of personal safety including Financial Safety, Mental Health, Bystander Intervention, consent education, and safe drinking practices. They also hosted Donuts with Texas Tech Police Department, an Active Shooter Training, information about TechAlert, and a Safety Walk to provide students with the opportunity to learn more about on-campus safety and resources. More than 850 students attended the events centered around safe drinking, on-campus safety, bystander intervention, and consent education.
Student Life oversees student organizations and hosts Student Organization trainings throughout the academic year to the campuses that have student organizations on site (Texas Tech University Lubbock campus, TTU Costa Rica, and TTU School of Veterinary Medicine). Its Risk Management presentation covers many Clery-related topics, as mandated by the Clay R. Warren Bill, such as Alcohol and Other Drugs (including safe drinking practices), Sexual assault prevention and Consent education, Bystander intervention, Healthy Relationships/communication, Overall Risk Management, and Clery travel requirements. In 2024, Student Life hosted student organization training courses that were attended by a total of 921 students.
Texas Tech University's Fraternity & Sorority Life (FSL) proactively hosts educational workshops for those in the student body who are involved in Greek Life. In 2024, FSL hosted 24 trainings that incorporated department resources, bystander intervention, and risk management for a total of 2,231 students. 416 students also attended sessions that covered Alcohol and Other Drugs, Sexual Assault and Consent education, Bystander Intervention, Risk Management and Travel requirements.
The Texas Tech Police Department is active within the university community and hosted 16 Active Shooter presentations, 5 Campus Safety presentations, 2 Workplace Violence presentations, and 2 Stop the Bleed/Medical/Tourniquet trainings in 2024.
The Office for Student Civil Rights & Sexual Misconduct spoke with over 3,600 students, faculty, and staff (at Texas Tech University Lubbock campus and TTU School of Veterinary Medicine) in 2024 about various topics including Title IX, Bystander Intervention, mandated reporting, sexual assault prevention, and consent education.
The RISE office offers presentations to the campus community over a variety of topics including Department (prevention) resources, Alcohol and Other Drugs (including safe drinking practices), Sexual Assault Prevention/Consent education, Bystander Intervention, Healthy Relationships/Communication, and Mental Health/Stress Management/Suicide Prevention. In 2024, 2,800 students attended the 64 presentations the RISE office hosted.
Outreach Programs
Raider Restart
An individually delivered alcohol skills training program (ASTP) that aims to reduce harmful consumption and associated problems in students who drink alcohol and/or use marijuana facilitated by the Risk Intervention and Safety Education (RISE). Raider Restart also offers group sessions for Texas Tech students.
Active Shooter Awareness Response

Risk Intervention & Safety Education (RISE)
RISE provides comprehensive prevention education for Texas Tech University on a variety of topics including alcohol, tobacco and other drugs, healthy relationships, safety, violence prevention, sexual assault prevention and consent education, suicide prevention, stress management, and bystander intervention.
