Each year, Government Technology selects 25 individuals and teams who are driving meaningful change through innovative technology strategies, measurable outcomes, and forward-thinking leadership.

Under Dr. Zhou’s leadership, Texas Tech IT has focused on strengthening governance, accelerating project delivery, enhancing infrastructure, expanding AI and emerging technology initiatives, and improving customer satisfaction across campus. In the past year alone, IT achieved significant progress in project consistency and measurable service improvements.
