International shipments of items, technology, biological and chemical materials, and software are subject to numerous export and import obligations. University personnel who engage in international shipping are responsible for ensuring compliance with U.S. export control laws and regulations. Failure to apply for an export authorization or file the correct shipping documents, when necessary, can result in personal fines and/or incarceration and may also result in loss of the item/material being shipped. 

All international shipments (Recipient is located outside of U.S.) sent from Texas Tech require review and approval from the Office of Export and Security Compliance. OESC will conduct a restricted party screening on the foreign entity and review the shipment for possible export control concerns. OESC is alerted by MailTech after the international form is submitted. Approval from OESC is required prior to shipping. It is advised that this form be submitted at least 30 days before the planned date of shipment. If a license is required, the application process can take upwards of 90 days.
