CECREH Submits Public Comment on HUD’s CDBG-DR Allocation Formula

The Center contributed a research perspective to HUD’s review of how long-term disaster-recovery funding is calculated and directed to affected communities.

CECREH submitted a public comment to the U.S. Department of Housing and Urban Development in response to HUD’s Notice on Community Development Block Grant Disaster Recovery (CDBG-DR) Formula. The submission was received on September 14, 2026, and posted to the federal docket on September 15.

CDBG-DR provides flexible, long-term recovery funding following major disasters. The allocation formula plays an important role in estimating unmet needs and determining how appropriated funds are distributed among eligible states, local governments, Tribal governments, and territories.

CECREH’s participation connects the Center’s research on resilient housing, recovery capacity, and unmet needs with a federal policy process that shapes long-term disaster recovery.

HUD’s notice requested input on potential changes to the formula, including alternative allocation methods, the treatment of rural and Tribal areas, targeting the most serious needs, assessing grantee capacity, accounting for mitigation, and considering repetitive losses.

By contributing to the public record, CECREH advances its mission to connect applied research with decisions that affect housing recovery and community resilience. The Center’s complete submission is available through Regulations.gov.
