Post-Harvey Housing Recovery Research Presented at the 2026 International System Dynamics Conference

On July 23, 2026, Amin Sobhani presented Modeling Post-Disaster Housing Recovery: Funds, Delays, and Reconstruction Backlogs after Hurricane Harvey in the hybrid Community Resilience session at the 2026 International System Dynamics Conference.

The presentation introduced a preliminary CECREH Project 2C model of owner-occupied CDBG-DR housing reconstruction after Hurricane Harvey. The model connects administrative review, funding availability, construction capacity, and physical reconstruction within a shared system-dynamics structure.

The work is designed to help distinguish whether recovery is constrained primarily by funding, administrative processing, contractor capacity, or delays between reconstruction starts and completions.

The conference provided an opportunity to receive feedback on model boundaries, parameter priorities, calibration, sensitivity analysis, and future policy experiments. Planned scenarios will examine how changes in approval timing, fund availability, construction capacity, and per-home costs affect recovery trajectories.

This work supports CECREH’s broader effort to develop decision tools that connect administrative systems and resource constraints with long-term housing recovery outcomes.
