Jesse R. Andrews is a postdoctoral research associate at Texas Tech University’s Center of Excellence in Capacity-building for Resilient Housing, where he studies flood risk, housing resilience, and the rural digital divide.  His recent work analyzes parcel and building-level flood exposure, preparedness of rural planning for flood mitigation, and broadband quality and adoption, with articles in the International Journal of Disaster Risk Reduction, Natural Hazards, and Telecommunications Policy, among other venues. Andrews has taught planning methods and advanced GIS for flood risk assessment and is a 2025 Benton Broadband Opportunity Fund Fellow.
