Jack Harper, Assistant City Manager with the City of Waco, is a native Texan. Jack has 24 years of municipal experience, and has worked previously in Lubbock, San Antonio, and Abilene. He has been teaching for the Texas Tech Public Administration program since Fall 2016.

Jack is very active in professional and civic activities. He has a Bachelor of Arts in Political Science, and a Master of Public Administration- both from Texas Tech University.  He is a member of both the International City/County Management Association (ICMA), and Texas City Management Association (TCMA), where he has served as a Regional President three times, and currently serves on the TCMA Board of Directors.
