Sung Kwon is a Professor and the Director of the Center for Public Service in the Department of Political Science at Texas Tech University. He received his Ph.D. in Public Administration from Florida State University and joined Texas Tech in 2008. His research interests include urban management, local sustainability, intergovernmental relations, and collaborative networks. His research has appeared in refereed journals, including Public Administration Review, American Review of Public Administration, Public Performance & Management Review, Journal of Environmental Planning and Management, Journal of Urban Affairs, Review of Policy Research, and International Review of Administrative Sciences. He was the recipient of the 2011 Marshall E. Dimock Award that is presented for the best lead article in Public Administration Review. He teaches graduate and undergraduate courses in public administration and policy.
