About the Office of Export and Security Compliance (OESC)

The Office of Export and Security Compliance (OESC) at Texas Tech University provides guidance and operational support to researchers and administrators to ensure compliance with federal and state research security requirements, including export controls.

Export Controls are federal laws that regulate the transfer—whether physical, electronic, verbal, or visual—of certain items, materials, technologies, software, and technical data from the United States to foreign countries, individuals, or entities. These laws are designed to:

  • Protect national security and U.S. foreign policy interests
  • Prevent the proliferation of weapons of mass destruction
  • Combat terrorism
  • Safeguard U.S. economic competitiveness

Violations of export control laws can result in severe civil and criminal penalties for both individual researchers and the university.

When Does Research Trigger Export Controls?

Your research may be subject to export control oversight if:

  • It involves items, software, materials, or technical data listed on U.S. export control lists (e.g., ITAR, EAR, or OFAC-controlled content)
  • You are collaborating with or providing technical assistance to foreign nationals from sanctioned or embargoed countries
  • The research agreement restricts publication, limits access, or restricts participation based on nationality or citizenship (e.g., in NDAs, contracts, or sponsored awards)

Research Security Responsibilities

In addition to export controls, OESC supports compliance with federal and state research security mandates and related guidance. We help staff and faculty:

  • Identify and mitigate risks of undue foreign influence.
  • Ensure accurate disclosure of foreign relationships and support.
  • Protect sensitive data and intellectual property from cyber and physical threats.
  • Implement security measures for federally funded research.

Key Services

OESC works collaboratively with faculty, staff, and leadership across Texas Tech University and the Texas Tech University System to ensure compliance and protect research integrity. Our office provides guidance and oversight to:

  • Evaluate research activities and institutional operations for export control and research security implications.
  • Assess and mitigate regulatory and security risks in alignment with federal and state mandates.
  • Develop Technology Control Plans (TCPs), policies, and frameworks that enable responsible innovation.
  • Obtain necessary federal authorizations for controlled research and international shipments.
  • Deliver training and awareness programs to strengthen institutional resilience and compliance.

Staff and faculty are encouraged to contact the OESC early in their processes to ensure compliance, protect research integrity, and avoid delays or legal exposure.
