As part of our commitment to national security and responsible global engagement, we equip Texas Tech faculty, staff, and students with the knowledge and resources needed to comply with U.S. export control and security regulations.
Research and Export Controls
Export Controls are federal laws that regulate the transfer—whether physical, electronic, verbal, or visual—of certain items, materials, technologies, software, and technical data from the United States to foreign countries, individuals, or entities. These laws are designed to:
- Protect national security and U.S. foreign policy interests
- Prevent the proliferation of weapons of mass destruction
- Combat terrorism
- Safeguard U.S. economic competitiveness
Violations of export control laws can result in severe civil and criminal penalties for both individual researchers and the university.
When Does Research Trigger Export Controls?
Your research may be subject to export control oversight if:
- It involves items, software, materials, or technical data listed on U.S. export control lists (e.g., ITAR, EAR, or OFAC-controlled content)
- You are collaborating with or providing technical assistance to foreign nationals from sanctioned or embargoed countries
- The research agreement restricts publication, limits access, or restricts participation based on nationality or citizenship (e.g., in NDAs, contracts, or sponsored awards)
About the Office of Export and Security Compliance (OESC)
The Office of Export and Security Compliance (OESC) provides guidance and operational support to researchers and administrators to ensure compliance with federal export control regulations. Key services include:
- Evaluating research activities (e.g., sponsored projects, technology transfers, international travel) for export control implications in coordination with the Office of Research Services (ORS), International Affairs, and other units
- Developing Technology Control Plans (TCPs) when export controls apply
- Obtaining export licenses or other federal authorizations as required for controlled research
- Advising on and tracking required export controls training
Researchers are encouraged to contact the OESC early in the proposal or collaboration process to ensure compliance and avoid delays or legal exposure.
