About Us

The Psychology Clinic is housed within, and operated by, the Department of Psychological Sciences. It is the primary training facility for graduate students in the Counseling and Clinical Psychology Ph.D. programs at Texas Tech University. The clinic is staffed by advanced doctoral students under the supervision of faculty members of these programs. Both of these programs are accredited by the American Psychological Association (APA Office of Program Consultation and Accreditation, 750 First Street, NE, Washington, DC 20002-4242; 202-336-5979). The Psychology Clinic strives to offer high quality and cost-efficient services to our clients. We value and respect the multiple identities and communities with whom we work. Services are confidential and personalized to meet the particular need of each client. The director of the clinic is Dr. Megan Thoen, who is a licensed psychologist and Texas Tech alum.

Referrals

Clients may be self-referred or referred by medical, clerical, educational, or other mental health agencies in the region. For referrals, please include the type of service requested in the referral (e.g., individual therapy, ADHD testing, etc.). Please note with any referral, the potential client will be contacted for placement on our waitlist. To place someone on the waitlist, you can call our office at (806) 742-3737.

Medical Records Requests

Texas law requires that requests for mental health records be in writing.  In order to obtain your records, or your child’s records from the Psychology Clinic, please call us at (806) 742-3737 to provide more information about your request so we can provide you the correct form(s) to be completed for us to fulfill the request. Requested records will be provided within 15 business days.

If you are requesting a copy of records for a person who is not yourself or your child, state and federal law require that you provide either a Court Order or an Authorization signed by the person (or parent/guardian of the person) whose records you are requesting.  See 45 C.F.R. §164.512(e); Texas Health & Safety Code §611.004, §611.0045, §611.008.

INSTRUCTIONS FOR ATTORNEYS AND DOCUMENT COMPANIES:

A subpoena alone is not sufficient to compel the disclosure of confidential counseling and billing records or “Protected Health Information” (PHI) under the Health Insurance Privacy and Portability Act Privacy Rule (HIPAA), 45 C.F.R. Chapter 164.

For mental health records or information that are requested or subpoenaed in litigation (including court testimony), HIPAA allows a covered entity (such as the TTU Psychology Clinic) to disclose PHI in the course of any judicial or administrative proceeding as follows:

    1. In response to an order of a court or administrative tribunal; or
    2. Where the individual (or parent) is a party to the proceeding, he/she knows that the request for his/her PHI has been made, and does not object.

45 C.F.R. §164.512(e).  An Authorization from the individual or parent is the kind of document that will satisfy the second option.

NOTE:  If the client or parent has indicated that they do not want their records released, a “Statement of Assurance” will not be accepted, and an Authorization or Court Order will be required.
