About the TTU IACUC
The Institutional Animal Care and Use Committee (IACUC) is TTU’s oversight body for the humane, compliant use of live vertebrate animals in research, instruction, demonstration, production, and maintenance. TTU policy requires prior IACUC approval for any such use by TTU faculty, staff, or students—whether animals are on campus or elsewhere.
Members are appointed by the Institutional Official to one-year terms (September 1–August 31) and may be reappointed. The Chair is appointed by the Institutional Official and may serve multiple terms. The committee develops and reviews operating procedures for animal care and use; for specific approved procedures, contact the IACUC Coordinator.
Generic Training
Obtain a DEA License
If you will be using controlled substances for a project in which the Facilities Manager or the Attending Veterinarian will not be present then you must obtain your own DEA License or obtain services of a licensed Veterinarian.
Animal Care Services can also assist in finding alternatives to controlled substances.
Animal Care Services will not distribute controlled substances without the presence of the Facilities Manager or the Attending Veterinarian. If you will be using controlled substances for a project in which the Facilities Manager or the Attending Veterinarianwill not be present then you must obtain your own DEA License or obtain services of a licensed Veterinarian.

General:
- All employees who need to use controlled substances in their research must obtain a Drug Enforcement Administration (DEA) Registration Number.
- State employees are exempt from the license fee.
- The Certifying Official is normally a department chair or high level member of the administration who can certify that you are a state employee.
- The DEA Registration process takes about 30 days. During this time your laboratory may be site visited by DEA personnel to inspect your drug storage system.
- The application program is self directing and easy to complete. Some directions are provided below.
DEA Registration
- Download registration forms at www.deadiversion.usdoj.gov/drugreg/index.html and complete as indicated.
- SECTION 1: Drug Registration- Click on New Applications.
- Next Page: read directions and click on DEA 225.
- Next Page is start of Application Form. Do not click on researcher on this page unless you need Schedule l drugs. Scroll to bottom of page and click on BEGIN.
- On next page (1 Personal Page 1) begin completion of form: Put the room number where drugs will be stored as part of the street address. Click on NEXT.
- On (1 Personal Information Page 2) enter your social security number or tax ID number and check Certification for Fee Exemption box or you will have to pay for the license. Click NEXT.
On ( 1 Personal Information Page 3) Fill in:
- First blank with Texas Tech University.
- Second Blank with your department chair, dean or VP who will certify that you are a state employee.
- Third Blank with his/her title.
- Fourth Blank with their phone number.
- Check box regarding supervisor's agreement. If you don't, you won't be able to proceed.
Section 2: Business Activity/Schedules:
- Check Researcher.(University Employees are exempt from the Federal Fee)
- Select Schedules needed. Do not select Schedule 1 on this form. If you need morphine, fentanyl, or other narcotics, select Schedule 2, plus 3 (narcotic and non narcotic), 4, & 5 for drugs useful in research such as ketamine and butorphanol. If you select schedule II, you will need to designate at another site on this form the drugs you will be requesting.
- If you select Schedule II, you will need to check the box for official order forms, which you must have to order Schedule II drugs.
- Otherwise, select 3 (narcotic and non narcotic), 4, & 5, and do NOT check the box for order forms.
- Click NEXT and proceed.
Section 3: State licenses
- For State License, leave blank.
- State Control Substance License leave blank
- Click NEXT and review State License Entry Warning.
- Click NEXT.
Section 4: Background Information
- Answer questions.
- Click NEXT.
Section 4: Drug Code Numbers -Schedule II
- If you have selected Schedule II, you must make drugs selections now.
- Make selections and click ENTER.
- If you didn't select Schedule II, you won't see the drug selection lists and will have passed on to SUMMARY OF INFORMATION.
Summary Of Information
- Review Information and make any corrections needed.
- READ WARNING.
- Type FIRST and LAST NAME in block.
- Push SUBMIT BUTTON to complete application process.
Meetings
The IACUC meets monthly, with additional meetings as needed. For dates and times, contact the IACUC office.
Submissions
Investigators and instructors must submit an Animal Use Form (AUF) via the cloud-based Cayuse Animal Oversight system—see the Forms page or go directly to Protocol Form – Research, Teaching, or Demonstration. Forms are submitted electronically. For access questions, email iacuc@ttu.edu.
- Protocols undergo either Designated Member Review (DMR) or Full Committee Review (FCR).
- For FCR, submit at least 7 days before a scheduled meeting to be placed on the agenda; later submissions may be deferred.
- The IACUC strongly encourages pre-submission consults to avoid delays.
- Protocols involving pain and/or distress require consultation with the clinical veterinarian or the attending veterinarian.
Training
Cayuse TrainingTTU Occupational Health & Safety
Assessment in the Occupational Health and Safety Program is offered to all animal users at Texas Tech University
- Before any animal work can begin all individuals must first complete the Occupational Health and Safety survey.
- Please review IACUC Policy 023 which discusses TTU's vaccine requirements to work with animals in the US and abroad
- All individuals who work with animals must enroll the Occupational Health and Safety Program by performing an annual self-assessment and submitting a medical evaluation form. To protect privacy, you will submit this document directly to ehs.ohp@ttu.edu, and the occupational health provider will alert IACUC when you are cleared to work with animals. Whether affiliated with TTU or not, you will need to contact the IACUC Office in order to receive the link to the self-assessment that you need to complete.
- All information submitted through our Occupational Health and Safety program is and will remain confidential.
- Please contact the IACUC office at (806) 742-3853 or iacuc@ttu.edu with any questions or concerns you may have, and to receive the proper link for your survey.
Protocol Related Forms
It is in the best interest for the PI to submit all projects that can be viewed as observational studies to the IACUC.
The AUP portion for observational studies is very brief. By completing this documentation, the university will protect you as the PI and all others involved.
