What is Title VI
Title VI is a federal law that protects students from discrimination, harassment, and retaliation based on:
- Race
- Color
- National Origin
Title VI protections may also apply to discrimination based on shared ancestry, ethnic characteristics, cultural background, accents, or perceived national origin.
What is Title VI Misconduct?
Title VI Misconduct includes discrimination, harassment, or retaliation based on race, color, or national origin, including shared ancestry or ethnic characteristics.
Title VI Misconduct may occur:
- On or off campus
- Through social media or other online platforms
- In classrooms, residence halls, student organizations, workplaces, or university activities
- Between students, employees, visitors, or other members of the university community
Hostile Environment Harassment
A hostile environment may exist when unwelcome conduct based on race, color, national origin, shared ancestry, or ethnic characteristics becomes so severe or pervasive that it interferes with a person's ability to participate in or benefit from university programs or activities.
Examples of Title VI Concerns
You may want to make a report if someone:
- Uses racial or ethnic slurs
- Harasses you because of your race or ethnicity
- Excludes you from a university program or activity because of your national origin
- Targets you because of your accent, name, or cultural identity
- Retaliates against you for reporting discrimination
- Creates a hostile environment that interferes with your education
Other Protected Categories
In addition to Title VI concerns, the Office of Institutional Compliance reviews reports involving discrimination, harassment, and retaliation based on:
- Sex - If you or someone you know has experienced sex-based discrimination, please submit a Title IX Report.
- Religion
- Age
- Disability
- Veteran Status
How to Report
Reports can be submitted online, by email, phone, or in person

The Title VI reporting form can be used to report discrimination, harassment, and retaliation based on:
- Race
- Color
- National Origin
- Religion
- Age
- Disability
- Veteran Status
What Happens After I Report?
Review
The OIC forwards the report to the Office of Equal Opportunity for preliminary review which determines the appropriate next steps.
Support
Students may be offered supportive measures such as:
- Academic accommodations
- Counseling resources
- Housing adjustments
- Safety planning
- No-contact directives
- Other supportive services
Resolution
Depending on the circumstances, the university may:
- Facilitate an informal resolution
- Conduct a formal investigation
- Refer the matter to another appropriate office
Protection from Retaliation
Texas Tech University prohibits retaliation against anyone who:
- Makes a report
- Participates in an investigation
- Serves as a witness
- Supports someone seeking assistance
- If you experience retaliation, report it immediately.

Who can submit a report?
Students, faculty, staff, visitors, and community members.
Can I report something I witnessed?
Yes. You do not have to be directly involved to submit a report.
Can I report anonymously?
Yes. Anonymous reports are accepted, although they may limit the university's ability to fully investigate a concern.
What information should I include?
Provide as much information as possible, including:
- Who was involved: First and last name,
- R#
- What happened?
- When and where did the incident occurr?
- When possible, provide screenshots, emails, photos, or other evidence
What if I'm not sure my concern falls under Title VI?
Contact the Office of Institutional Compliance. We can help determine the appropriate resources and process.
What if there is an emergency?
If there is an immediate threat to safety, call 911 or contact Texas Tech Police Department at 806-742-3931
