Clery Campus Hazing Transparency Report

 

Stop Campus Hazing Act (SCHA)

On December 23, 2024, the Stop Campus Hazing Act was signed, which amended the Jeanne Clery Campus Safety Act. SCHA requires institutions of higher education participating in federal student aid programs to track and report hazing incidents to the public. For more information, see TTUS Regulation 07.19.

Definitions

Hazing- any intentional, knowing, or reckless act committed by a person against another person or persons, regardless of the willingness to participate, that:

  • Is committed in the course of an initiation into, an affiliation with, or the maintenance of memberships in a student organization; and
  • Causes or creates a risk, above the reasonable risk encountered in the course of participation in higher education or the organization, of physical or psychological injury
    • Physical or psychological injuries include:
      • Any activity that places another person in reasonable fear of bodily harm through the use of threatening words or conduct;
      • Any activity committed against another person that includes a criminal violation of local, state, tribal or federal law; and
      • Any activity that induces, causes, or requires another person to perform a duty or task that involves a criminal violation of local, state, tribal or federal law

Student organization- an organization at an institution of higher education in which two or more of the members are students enrolled at the institution of higher education, whether or not the organization is established or recognized by the institution

Clery geography-

  • On-campus:
    • Any building or property owned or controlled by the institution within the same reasonably contiguous geographic area and used by the institution in direct support of, or in a manner related to, the institution's educational purposes, including residence halls
    • Any building or property that is within or reasonably contiguous to the area identified in paragraph (1), that is owned by the institution but controlled by another person, is frequently used by students, and supports institutional purposes (e.g., a food or retail vendor)
  • On-Campus Residence Halls:
    • Any student housing facility that is owned or controlled by the institution or is located on property that is owned or controlled by the institution and is within the reasonably contiguous geographic area that makes up the campus is considered an on-campus student housing facility. Texas Tech University Lubbock campus is the only campus that has residence halls.
  • Non-campus Property:
    • Any building or property owned or controlled by a student organization that is officially recognized by the institution.
    • Any building or property owned or controlled by the institution that is used in direct support of, or in relation to, the institution's educational purposes, is frequently used by students, and is not within the same reasonably contiguous geographic area of the institution. Based on Texas Tech procedures, this definition of Clery non-campus property may include student travel locations that are used more than once within the ASR reporting timeframe or if the stay is for more than one night.
  • Public Property:
    • All public property, including thoroughfares, streets, sidewalks, and parking facilities, is within the campus or immediately adjacent to and accessible from the campus.

Calendar Year 2025

The following Clery Campus Hazing Transparency Report includes all student organizations that were found responsible for hazing that occurred within Clery geography (as defined by the Jeanne Clery Campus Safety Act and the Stop Campus Hazing Act).

The Report below is inclusive of responsible Clery geography hazing findings at the TTU Lubbock, TTU Costa Rica, TTU at DFW, TTU at El Paso, TTU at Highland Lakes, TTU School of Veterinary Medicine, and TTU at Waco campuses.

Alpha Xi Delta Sorority

Type of Student Organization: Greek

Description of Violation: New members had to wear specific clothing and were provided with alcoholic beverages at the Bid Day Party.

Were alcohol and/or drugs involved? Yes

Date incident occurred: August 23, 2025

Date investigation initiated: August 25, 2025

Date investigation ended with a finding: November 17, 2025

Date organization notified of hazing violation: November 17, 2025

Findings or rationale of institution: Members of the organization acknowledged violations of the institution’s Hazing policy by creating an environment where there was an intentional, knowing, or reckless act directed against a student and encouraging hazing by the unlawful or unauthorized possession, use, distribution, delivery or sale of alcohol.

Sanctions placed on organization: Responsible with an enhancement Plan Agreement: Probation with TTU and Nationals until September 15, 2026; Develop and implement an approved Bid Day plan for fall 2026. Must be given to SORT and Nationals by August 1, 2026; New member education program must be developed and implemented and then approved by Nationals.  Develop a chapter calendar to follow and share it with Nationals before the start of the semester; Executive committee must create and implement a program to educate the entire chapter on the National's Health & Safety policies and Event Planning Guide with at least 85% of the chapter in attendance, and 100% of members must sign off on reviewing the content; Overall implementation of Nationals' Health & Safety policies during the planning and execution of all chapter events; Chapter must  email all meetings' minutes to advisors and Nationals with 24 hours of meetings and must respond to Nationals and volunteers within 72 hours.  

Delta Gamma Sorority

Description of Violation: New members were encouraged to consume alcoholic beverages as part of new member initiation activities.

Date incident occurred: August 23, 2025

Date investigation initiated: August 25, 2025

Date investigation ended with a finding: November 3, 2025

Date organization notified of hazing violation: November 3, 2025

Findings or rationale of institution: Student leaders of the sorority were found to have violated the institution’s Hazing policy by encouraging hazing by the unlawful or unauthorized possession, use, distribution, delivery or sale of alcohol.

Sanctions placed on organization: Reprimand status with TTU until all sanctions are complete. Received a warning, individual member accoutability, member promise form, NOplace4Hazing Workshop and enhanced bid day programming. 

Delta Tau Delta Fraternity

Description of Violation: New members  were forced to wear a specific outfit and were told a list of things that they could do, couldn’t do, and what they had to carry at all times.

Date incident occurred: August 23, 2025

Date investigation initiated: August 24, 2025

Date investigation ended with a finding: September 30, 2025

Date organization notified of hazing violation: September 30, 2025

Findings or rationale of institution: The fraternity was found to have violated the institution's hazing policy by encouraging hazing through unnecessary and humiliating tasks to only be completed by new members seeking membership. 

Sanctions placed on organization: Responsible with an enhancement plan agreement and all requirements of new members must be approved by the national organization in writing and given to Fraternity & Sorority Life staff by January 17, 2026. 

Saddle Tramps

Description of Violation: New members were required to wear suits and run up and down the stairs in the Administration Building’s Bell Tower.

Were alcohol and/or drugs involved? No

Date incident occurred: August 23, 2025

Date investigation initiated: August 25, 2025

Date investigation ended with a finding: October 22, 2025 

Date organization notified of hazing violation: August 25, 2025

Findings or rationale of institution: Saddle Tramps were found to have violated the institution’s hazing policy by condoning or encouraging hazing and creating an environment with unreasonable risk of harm or safety.

Sanctions placed on organization: Members participating in the hazing will be brought to their membership board for review. Bylaws & constitution review workshop with the TTU Student Involvement Office. Additional hazing and risk management training completed by all current and newly elected officers.

Sigma Nu Fraternity

Description of Violation: New members were forced to provide personal servitude, physical exercise, forced food consumption, and physical brutality.

Were alcohol and/or drugs involved? No 

Date incident occurred: Fall 2024

Date investigation initiated: February 4, 2025

Date investigation ended with a finding: March 12, 2025

Date organization notified of hazing violation: March 13, 2025

Findings or rationale of institution: Members of the organization were found to have forced the activities on the new members, violating the institution’s Hazing policy.

Sanctions placed on organization: Responsible with Remediation: Disciplinary suspension of chapter until September 1, 2026. Compliance with the TTU remediation plan to include a membership review, mandatory educational sessions, and loss of university privileges as determined by TTU and Sigma Nu Headquarters. TTU Probationary status from September 1, 2025 to December 31, 2026, with limited operations during this time to include social probation, mandatory educational sessions, alumni advisory receivership, and loss of Office of FSL privileges.
