Exemptions & Waivers

Student Business Services processes the Exemptions and Waivers for Texas Tech University. Click on the links below to see THECB descriptions. TTU requirements are listed under each link. Exemptions and waivers must be turned in to SBS by the 12th class day in Fall/Spring and the 4th class day in summer terms. (OP.62.13)

Please note that exemptions are not considered payment under state payment guidelines. A student who does not yet have the exemption applied to their account may still be subject to cancellation if they fail to meet the state payment requirements.

Texas Education Code section 54.2001 requires that in order for a student to receive exemptions and waivers, the student must meet the Satisfactory Academic Progress (SAP) requirements for grade point average and not be considered enrolled in excessive hours. The Appeals Process is outlined at the bottom of this page.

Texas Education Code section 54.2002 requires that a student be enrolled in state-funded courses in order to receive exemptions and waivers. Non-resident students residing out of state and enrolled in only online courses may not be eligible for exemptions or waivers.

Exemptions are a type of financial assistance allowing some Texas residents to attend a public college or university in Texas without paying tuition or, in some cases, tuition and fees.

Adopted Students Formerly in Foster or Other Residential Care

TTU requirement: Student must provide to SBS a certification letter from the Department of Family and Protective Services (TDFPS), of eligibility. Exemption name on student account: Adopted Foster Care Exemption

Blind/Deaf Student Exemption Program

TTU requirement: Receive certification letter from Department of Assistive and Rehabilitative Services from the qualified student. Exemption name on student account: Blind Exemption, Deaf Exemption

Children of Disabled or Deceased Firemen, Peace Officers, Game Wardens, and Employees of Correctional Institutions

TTU requirement: Receive the certification from the TX. Higher Education Coordinating Board. Exemption name on student account is: Dep Disabled Fireman Exempt

Combat Exemption for Children of Military Service Members

TTU requirement: This program has been discontinued by the State of Texas. However, Texas Tech will continue to honor the Combat Exemption for students already receiving the exemption. To maintain eligibility for the Combat Exemption, the student must maintain continuous enrollment at TTU and provide proof of the service member's deployment to a combat zone each semester. No new students will be granted the Combat Exemption unless the State of Texas reactivates the program.

The Combat Exemption covers the student's tuition only. Fees and other incidental charges such as housing, meal and parking charges are the student's responsibility to pay by the University's official payment deadlines each semester.

Qualifying proof of deployment includes military orders, pay records or other official documents that indicate the service member is deployed to a combat zone. Students may also request documentation from the National Personnel Records Center at (314) 801-0800 or by writing:

Exemption for Highest Ranking High School Graduate

TTU requirement: Student must provide SBS a copy of their Highest Ranking High School Graduate Certificate from their high school. (Valedictorian Certificate) Name of exemption on student account: Valedictorian Exemption

Exemption for Peace Officers Disabled in the Line of Duty

TTU requirement: SBS must receive from the student a certification letter from the student's prior employer with the date verifying such event that makes the student eligible for exemption. Name of exemption on student account: Disabled Peace Officer

Exemption for Students under Conservatorship of the Dept. of Family and Protective Services

TTU requirement: Student must provide to SBS a certification letter from the Department of Family and Protective Services (TDFPS), of eligibility. Name of exemption on student account: Foster Care Exemption

Exemption for the Surviving Spouse and Dependent Children of Certain Deceased Public Servants (Employees)

TTU requirement: SBS must receive from the student a certification letter from the deceased parent's prior employer with the date and parents name verifying such event that makes the student eligible for exemption. Name of exemption on student account: Dep. of Fallen Public Servant

Exemption Program for Clinical Preceptors and Their Children

TTU requirement:  SBS must receive the Preceptor Exemption Application Form for Clinical Preceptors and their Children. The application must also include a copy of the written preceptor agreement to be accepted. Name of exemption on student account: Clinical Preceptor Exemption

Exemptions for Texas Veterans (Hazelwood Exemption)

TTU requirement: Student must apply and provide documentation to the Office of Military and Veteran Programs of their eligibility each semester. The Office of Military and Veteran Programs will notify SBS to apply the exemption to the student account. Name of exemption on student account: Hazelwood

Military: Exemptions for Texas Veterans (Hazelwood Exemption)

TTU requirement: Student must apply and provide documentation to the Office of Military and Veteran Programs of their eligibility each semester. The Office of Military and Veteran Programs will notify SBS to apply the exemption to the student account. Name of exemption on student account: Hazelwood Spouse

Military: Orphans of Texas Members of the U.S. Armed Forces or National Guard

TTU requirement: Student must apply and provide documentation to the Office of Military and Veteran Programs of their eligibility each semester. The Registrar's Office will notify SBS to apply the exemption to the student account. Name of exemption on student account: Hazelwood Dependents

Firefighters Taking Fire Science Courses

TTU requirement: SBS must receive on company letter head, proof of employment as a paid fire fighter from the student. The student must enroll in the courses of a Fire Science Curriculum. Name of exemption on student account: Fire Science MPA Course EX

Senior Citizen, 55 or Older, Free Tuition for 6 Credit Hours

TTU requirement: SBS will automatically apply to qualifying students based on student record and enrollment. Name of exemption on student account: 55 yr old exemption

Senior Citizen, 65 or Older, Free Tuition for 6 Credit Hours

TTU requirement: SBS will automatically apply to qualifying students based on student record and enrollment. Name of exemption on student account: 65 yr old exemption

Academic Common Market Waiver

TTU requirement: Student Business Services must receive from the student the certification letter from the qualified state's Coordinating Board or Board of Regents. Name of Waiver on student account: Academic Common Market.

Bordering County Waiver

TTU requirement: For this waiver to be applied to your account, you must certify your residence. A website is available here to electronically sign your certification documents by signing in with your eRaider. This certification must be completed once and will automatically apply each term as long as you have continuous enrollment at Texas Tech. Without the certification you will not be given the discounted tuition rates. Name of waiver on student account: Bordering County

100 Mile (Bordering States) Waiver (Undergraduate Students Only)

TTU requirement: For this waiver to be applied to your account, you must certify your residence. A website is available here to electronically sign your certification documents by signing in with your eRaider. This certification must be completed once and will automatically apply each term as long as you have continuous enrollment at Texas Tech. Without the certification you will not be given the discounted tuition rates. Name of waiver on student account: Bordering State

Competitive Scholarship Waiver

TTU requirement: SBS will run a list of qualified student from the Scholarship database, no action is needed by the student. Name of wavier on student account: Competitive Scholarship

Economic Development and Diversification Waiver

TTU requirement: Receive from the student, the certification letter from the company the family is transferring from. This must be on a company letter head. The student must also submit the Intent to Establish Texas Residency (Economic Development) form. This certification must be processed each academic year prior to the Fall term. Without the certification you will not be given discounted tuition rates. Waiver name on the student account: Economic Development Exemption

Good Neighbor Scholarship Program

TTU requirement: SBS must be notified by TTU International Affairs of students that have been awarded. Name of waiver on student account: Good Neighbor School Waiver

Mexican Citizens with Financial Need-Border County Waiver

TTU requirement:SBS must be notified by TTU International Affairs if students qualify. Name of waiver on the student account: Mexico Student Tuition Assistance.

Mexican Citizens with Financial Need-Border Nations Waiver

TTU requirement: SBS must be notified by TTU International Affairs if students qualify. Name of waiver on the student account: Mexico Student Tuition Assistance.

Military: After Assignment in Texas

TTU requirement:Student must submit a completed Certification of Military Personnel and Dependents Who enroll at Texas Tech Form. This must be turned in each academic year. Military Personal Certification Name of waiver on student account: Military Tent.

Military: Assigned to Duty in Texas

TTU requirement:Student must submit a completed Certification of Military Personnel and Dependents Who enroll at Texas Tech Form. This must be turned in each academic year. Military Personal Certification Name of waiver on student account: Military Tent.

Military: Honorably Discharged, Separated or Retired Veterans who Move to Texas

TTU requirement:Student must submit a completed Certification of Military Personnel and Dependents Who enroll at Texas Tech Form. This must be turned in each academic year. Intent Waiver Name of waiver on student account: Military Intent.

Military: Member, Spouse or Child who Remains Continuously Enrolled in Higher Education in Texas

TTU requirement:Student must submit a completed Certification of Military Personnel and Dependents Who enroll at Texas Tech Form. This must be turned in each academic year. Military Personal Certification Name of waiver on student account: Military Tent.

Military: NATO Forces

TTU requirement:Student must submit a completed Certification of Military Personnel and Dependents Who enroll at Texas Tech Form. This must be turned in each academic year. Military Personal Certification Name of waiver on student account: Military Tent.

Military: Spouse and Dependents Who Previously Lived in Texas

TTU requirement:Student must submit a completed Certification of Military Personnel and Dependents Who enroll at Texas Tech Form. This must be turned in each academic year. Military Personal Certification Name of waiver on student account: Military Tent.

Military: Survivors

TTU requirement:Student must submit a completed Certification of Military Personnel and Dependents Who enroll at Texas Tech Form. This must be turned in each academic year. Military Personal Certification Name of waiver on student account: Military Tent.

Out-of-State Military: If Family Intent is to Make Texas Home

TTU requirement: Student must submit a completed Certification of Military Personnel and Dependents Who enroll at Texas Tech Form. This must be turned in each academic year. Military Personal Certification Name of waiver on student account: Military Tent.

Waiver for College Faculty

TTU requirement: Faculty must submit a completed Nonresident/Foreign tuition exemption form to SBS: Faculty Waiver Waiver name on student account: Faculty Waiver

Dependents of Faculty or TA/RA/GPTI

TTU requirement: Dependents must submit a completed RA/GA/TA/GPTI Dependent form to SBS: TARAGPTI Dependent Non Resident Exemption Name of waiver on student account: RA/GA/TA/GPTI Dependent Waiver.

Military: Persons Eligible for Veterans Educational Benefits, Their Spouses and Children who Move to Texas

TTU requirement: Student must submit a completed Veteran/Veteran Dependent Military Intent to Establish Residency form prior to the due date each semester. Veteran or Veteran Military Intent to Establish Residency. Waiver name on student account: Military Tent.


Appeals Process

For students that have not met the eligibility requirements of their exemptions or waivers, there are certain hardship provisions taken into consideration by the University. Please apply for an appeal if you feel you meet one of the following qualifications:

  • A showing of a severe illness or other debilitating condition that could affect the student's academic performance.
  • An indication that the student is responsible for the care of a sick, injured, or needy person and that the student's provision of care could affect the student's academic performance.
  • The student's active duty or other service in the United States armed forces or the student's active duty in the Texas National Guard or
  • Other causes considered on an individual basis.

Students that have exemptions or waivers that have been removed due to SAP issues (GPA or Completion Rate/Pace issues), please contact the Financial Aid office to file a SAP appeal. For students notified of an Excessive Hours issue, please complete the appeal at the following link and return to sbs@ttu.edu.

Please note that submission of an appeal does not guarantee that it will be granted. In the event the appeal is approved, the exemption/waiver requested will be reapplied to the student account.
