Utilities Training Information
At Texas Tech Universitys Operations department of Utilities, we recognize that our employees are our greatest asset, particularly when they are entrusted with operating and maintaining the high-value equipment that powers our campus and hospital facilities. To ensure their success and uphold the safety, reliability, and efficiency of our Central Heating and Cooling Plants (CHACPs), we have implemented an intensive and comprehensive training program: the Personnel Qualification System (PQS).
What Makes Personnel Qualification System Unique
The PQS curriculum is structured to provide employees with a deep understanding of engineering fundamentals, plant operating systems, and emergency response protocols. Employee progress is tracked through a point-based system tied to specific tasks, culminating in comprehensive written exams and oral boards conducted by supervisors and peers.
What Makes up Personnel Qualification System?
Personnel Qualification System is composed of four sections
Fundamentals
Covers the theoretical underpinnings of boilers, turbines, thermodynamics, fluid power, pumps, valves, and refrigeration systems.
Systems
Focuses on the function, components, safety precautions, and interrelationships of plant operating systems.
Casualty Control
Prepares employees to identify, analyze, and respond to potential equipment failures and plant emergencies.
Practical Factors
Involves hands-on training where employees perform tasks such as starting, operating, and maintaining plant equipment, controls, and water chemistry systems.
Levels of Qualification
The Personnel Qualification System program is divided into the following levels of qualification:
- Utilities Trainee
- Utilities Operator I
- Utilities Operator II
- Utilities Operator III
- Lead Utility Operator

In addition to Personnel Qualification System, employees participate in weekly training sessions and are encouraged to attend specialized courses, seminars, and workshops.
