Cindy Dulgar, M.Ed., is senior director of curriculum development and professional learning at Texas Tech K-12, where she leads the product development team in creating high-quality, accessible learning experiences for students. With more than 20 years of experience in digital publishing, curriculum design, instructional strategy, and assessment, she guides cross-functional teams in developing innovative solutions grounded in research and evidence-based principles.

Her leadership blends instructional design, product strategy, and professional learning to advance Texas Tech K-12’s mission of delivering flexible, student-centered education that meets high academic standards and supports diverse learners. She uses research and data to foster continuous improvement and ensure each learning experience has a meaningful impact.

Dulgar holds a bachelor of science in nursing from the University of Florida and a master of education in learning design and technologies. She is dedicated to advancing learner-centered solutions that equip students with the critical thinking, creativity, and resilience needed to shape their futures and contribute meaningfully to their communities.
