Meeting Minutes
Call to Order
Superintendent Robert Bayard called the meeting to order at 1:02 p.m. A full quorum was present.
Board Members Present
- Margaret Leifeste – Retired Special Education Director, Region 15
- Kayla Morrison – Retired Superintendent, Lorenzo ISD
- Shawn Mason – Retired Superintendent, Crosbyton ISD
- Dr. Jon McNaughton – Associate Dean, College of Education, Texas Tech University
- Dr. Cameron Brown – Faculty, Marriage & Family Therapy, Texas Tech University
Consent Items
- Minutes from the November 8, 2022 meeting were reviewed and accepted by consent.
- No public comments were received.
Superintendents Goals (2025)
- Improve accountability ratings through advocacy with TEA and stronger student testing participation.
- Modernize curriculum with updated systems and course offerings.
- Expand partnerships both stateside and internationally.
- Launch strategic planning process in September 2025 for 3–5 year goals.
Program & Enrollment Highlights
- Full-Time Diploma Program – 946 students enrolled (tuition-free and tuition-paid options).
- Supplemental Courses – Over 19,000 course enrollments in 2024–25.
- Credit by Exams (CBE) – More than 5,000 administered last year.
- District Partnerships – 792 active students served through partner districts.
- International Partnerships – Partnerships in Brazil, Colombia, Mexico, Haiti, and Costa Rica; nearly 2,000 international students.
- Graduates – 345 total (205 stateside, 140 international).
Student Engagement
- Raider Palooza (DFW) – student event with lessons, activities, and spirit-building.
- Spring Fling – formal student social event.
- Graduation Ceremony – doubled participation from prior year.
- Brazil Summer Camp – hosted 46 international students on campus for academic and cultural immersion.
Accountability & Compliance
- 2023 Accountability Rating: “D” (overall score 69).
- STAR performance: 91 (A).
- Challenges stemmed from College, Career & Military Readiness (CCMR) and dropout calculations.
- Attendance & Testing Policy Enforcement: Students with excessive absences or failure to complete required state exams/tutorials are withdrawn from the program in compliance with Texas Education Code §61.101(g)(1).
- 2024 Rating: Pending release; projected to remain at “D” due to data lag.
Superintendents Report
- Conducted 31 one-on-one staff meetings and 8 focus groups since July 7, 2025.
- Call center transition from Blackboard to Canvas completed, handling ~100 calls per day.
- Texas Workforce Commission high school equivalency grant ending August 31, 2025.
- Strategic planning process to begin in September 2025.
Adjournment
The meeting concluded after open discussion on dual credit, neurodivergent student services, and legislative impacts (vouchers).
