Call to Order:

• Superintendent Robert Bayard called the meeting to order at 1:00 p.m.
• Quorum established; majority of board members present.

Consent Items:

• Minutes from the Nov. 10, 2025, meeting were reviewed and approved by the advisory board.
• No public comment.

Superintendent’s Report:

• Mission and Vision: Dr. Bayard reviewed the school’s mission and vision to reaffirm goals and ensure alignment with current initiatives.
• School Board Appreciation Month: Dr. Bayard talked about the key responsibilities of the Advisory Board and how grateful we are to have volunteers who do such an amazing job. These key responsibilities include:
  • Holding public meetings.
  • Ensuring that information is made available to the public on the school district’s website.
  • Providing strategic advice and offering fresh perspectives.
  • Stimulating discussions and aligning with strategic goals.
  • Serving as a vital link between the university and the district.
• Staffing Updates: Our goal is to reduce the full-time teacher ratios to less than 200 students per teacher. It is currently at 400 students per teacher. He also made announcements about the hiring of a Senior Director for Curriculum and a Director for Curriculum and Professional Learning. He is excited about our growth.
• Enrollment Data: We had an increase in enrollment for the Full-Time (Paid), Full-Time (FSP), the International Diploma, and International Learning Academy programs. There are also 47 who are pending enrollment. Our biggest growth is in the International programs but we are seeing growth stateside too.
• Service Now (Customer Support) data for fall 2025: Over 70% came from email, 16% came from phone calls, 10% from the web and 3% came from BbSS. Enrollment had the highest number of tickets which is why we are growing the enrollment team.
• Teacher Retention Allotment: TEA estimated that we would receive an estimated $428,000 but will be revised to approximately $120,000 that will go back to about 18 teachers. They will also see that monthly allotment in their paychecks from now on.
• Meetings with University of Texas High School and the Texas Education Agency: Dr. Bayard learned that TEA is in the process of creating a method for students to have testing done at home virtually. He explained to TEA that we have the programs necessary to keep the students accountable for the virtual testing. He also shared the problem that we have with the lever codes when processing students back in to their home districts.

Staff Spotlight:

Professional Development/People First Spotlight: Registrar Team

Kelly Radford reviewed her team and their roles in the registrar’s department. The team introduced themselves. She explained that their role is to support all Texas Tech K-12 students statewide, internationally and the supplemental students. They touch every student from enrollment on. They support and collaborate with all of the staff members to ensure every student has a great experience. Their core responsibilities are to process new applications, enter every credit in to Focus, to graduate and withdraw students as well as international students, send official transcripts, request and receive academic records, and order textbooks.

Advanced Credit Policies:

Dr. Bayard talked about the importance at looking at what policies are needed in order to run our advanced credits well.

• CBE – The students can take the CBE one year but then need to take the next year with curriculum. A question was asked by Jon McNaughtan, “What prevents a parent from going somewhere else because of the limitations?” Dr. Bayard answered that this policy will help to keep kids more in line with their age for those students who hop around.
• Dual Credit – We want the students to take dual credit and receive the credit for high school and college. We want to ensure that they are full time students with us and that they take dual credit through TTU.
• Advanced Placement – Students need to take the AP course and AP exam in order to get credit from the University.
• Class Rank – We do not have class rank, except for the top 10% at TTU K-12. More and more schools are eliminating class rank.
• Graduation – This is the last policy and we are needing to see how those other policies will affect graduation. We are focusing on the local policy not the legal policy.
