Meeting Minutes

Call to Order:

  • Superintendent Robert Bayard called the meeting to order at 1:00 p.m.
  • Quorum established; majority of board members present.

Consent Items:

  • Minutes from the May 11, 2026 meeting were reviewed and approved by the advisory board.
  • No public comment.

2026-2027 Advisory Board Introductions

Each of the board members introduced themselves and gave a short description of their background. Dr. Bayard explained the role of the Advisory Board is to advise the Superintendent on policies, initiatives and operations for the District according with federal, state and Texas Tech University policies.  

District Mission and Vision

Dr. Bayard reviewed the school’s mission and vision to reaffirm goals and ensure alignment with current initiatives. 

Tex. Admin. Code §061 Subchapter B - Special Purpose School District

Dr. Bayard explained that the special purpose school districts are public schools of this state fulfilling the mission of the Texas public education system to ensure that Texas students receive a quality education that enables them to achieve their potential and fully participate now and in the future in the social, economic, and educational opportunities of our state and nation. Each special purpose school district is governed by the board of regents and shall have an advisory board consisting of at least five members.

Texas Tech K-12 Programs

Dr. Bayard discussed the different programs of Texas Tech K-12.

  • Full-time Diploma Program – this program has tuition free, tuition paid and college preparatory.
  • Part-time Program – this program has supplemental courses and credit by exams.
  • Academic Partnerships Program – this program includes the K-12 partnerships, international partnerships, school solutions with credit by exams and supplemental course, early college high school and pathways in technology ECHS.
  • Dual Credit – this program includes the full-time program, part-time program, K-12 partnerships and international partnerships.

People First Spotlight: Supplemental Team

Chrystl Roberts introduced herself and Jacob Salazar and their roles to the advisory board. She explained that their purpose is to provide students with an alternative option to complete supplemental courses whose schedule will not permit them to do so with their full-time district. Institutional testing services provide districts options for students to advance or recover credit by taking our courses/CBEs which are available either in print or online. She talked about how they process the CBEs and the tools used to assist with that.  

Superintendent’s Report

  • Enrollment Trends: We are projected to have up to 9,300 students by the end of the 2027 school year. We continue to grow and anticipate adding 150-200 students from our district partnerships.
  • Staffing Updates: We have several new positions: Program Director for Dual Credit, 2 Instructional Specialists, 2 Instructional Coaches, Program Director for Science, 2 Enrollment Specialists, and many Full-Time Teachers – all to help with our growing enrollment.
  • 2026-2027 Leadership Team: Dr. Bayard showed the org chart for our leadership team. 
  • Remote Testing: Beginning in the Spring, we will be instituting remote STAAR/EOC testing for our students.
  • 2026-2027 Advisory Board Meeting Dates: Dr. Bayard showed the advisory board meeting dates through May 2027.

  • Compliance with Certain Laws & Associated Policies to Include/Update: Dr. Bayard went over the new changes to Senate Bill 12 and the updates necessary for compliance. All employees, vendors, contractors and service providers will need to be informed of the changes by September 30, 2026.
  • School District Partnerships: Dr. Bayard showed the status of our school district partnerships.
