1. Call to Order:

• Superintendent Robert Bayard called the meeting to order at 1:00 p.m.
• Quorum established; majority of board members present.

• Minutes from the August 11, 2026 meeting were reviewed and approved by the advisory board.

People First Spotlight: Cabinet

Dr. Bayard asked everyone on cabinet to introduce themselves and tell everyone how long they have been in education and what one of their favorite things about Texas Tech K-12 is. Dr. Bayard talked about the importance of cabinet and the role that they play for Texas Tech K-12. He then explained how the term cabinet is used in education to describe a leadership team.

Superintendent’s Report

• Mission and Vision: Dr. Bayard reviewed the school’s mission and vision to reaffirm goals and ensure alignment with current initiatives.
• Parental Rights Board Training: Dr. Bayard explained that TEA published the Parent Handbook in mid-August and their requirements on completing the Parental Rights Board Training in September for all advisory board members. He highlighted 14 areas of the handbook and explained each one in detail. He also told board members that he will be providing a link for them.
• Enrollment Trends: Dr. Bayard showed the increase in Texas Tech K-12’s full-time student enrollment from 2023 to 2026 going from 1,033 students in 2023 to 1,871 students currently.
• Teacher Training/Convocation: Dr. Bayard announced the Texas Tech K-12 teacher training and meet the teacher will be held on September 9th and the convocation on September 10th. We have 50 teachers attending the training with most of them being full-time teachers and a few part-time teachers. We have 80 students and their parents signed up to attend the first annual Meet the Teacher event. He also invited all of the board members to join us on September 10th for lunch.
• School District Partnership Updates: Dr. Bayard gave an update on the school district partnerships showing 7 active districts which include 221 students taking 120 courses and 936 course enrollments.

2026 State Accountability 

Keetha Chadwick went over the accountability showing the ratings from 2025 to 2026. Our accountability went from a score of 66 and rating of D in 2025 to a score of 85 and rating of B in 2026. She pointed out that STAAR performance was stable at score of 85 both years, and our improvement was largely in our CCMR rating going from a 57 in 2025 to a 93 in 2026. She also showed how our STAAR Performance ratings looked by subject for the 2025-2026 school year. Then she gave a preview of the 2027 accountability.

2026-27 District/Campus Improvement Plan

• Keetha Chadwick went over the goals for the 2026-27 improvement plan for Texas Tech K-12. The four goals include improving math performance and student growth, increasing participation and engagement in intervention and tutoring, improving graduation rate and CCMR outcomes, and the implementation of year 1 of our strategic plan. 
• 2026-27 Strategic Plan Goals 
  Dr. Bayard went over the 9 goals set for the 2026-27 school year for Texas Tech K-12. They include goals in the curriculum/digital publishing pillar, the student and parent experience pillar, the brand awareness/community connection pillar, the organizational growth pillar, and the K-16 pathways pillar.
