John J. Bick

John Bick is co-founder, executive chairman and advisor of Priority Power Management, Inc., an energy solutions company delivering reliable, economic, and sustainable energy solutions to C&I customers across North America. Bick is a respected industry leader in energy markets, procurement, risk management and structuring, utility-class energy infrastructure and private networks, thermal and renewable power generation, and energy transition strategies. Bick holds a BS in construction engineering technology (1989). Residing in Arlington, Bick and his wife Paige, have three daughters: Halle Bick (TTU BBA Finance ‘16), Haiden Wilhide (TTU BBA Finance with Energy Commerce Certificate ‘17) and Kenedi Bick (TTU BBA Accounting ’21).

Kyle Bramlett

Kyle grew up in Forney, Texas. Texas Tech was the best decision he ever made for himself. Being six hours from home, got him away from the small town and gave him room to make his own decisions. Kyle found his people at Texas Tech. After graduation, he got started as a Superintendent for a general contractor in Dallas. From there he moved on to Lincoln
Property Company. He was the PM for The University of Texas Golf Club and the Hill Country Galleria. Kyle then moved to CBRE as Tenant Rep PM. At CBRE, he was the lead PM for the Kubota North American HQ. He was then lucky enough to
move to Cushman & Wakefield (CW). Now a Director at Cushman & Wakefield, he has had the pleasure to lead three of the best projects in his career. One at Southwest Transplant Alliance, The Home of the PGA of America, and the T-Mobile
PGA Coaching Center in Frisco, Texas. Kyle and his wife Deidre have been married for 26 years. They have two great kids, Jackson, and Samantha. Jackson graduated
from SFA in 2024, and Samantha is a junior here at Texas Tech. Kyle and his wife live in Rockwall, Texas. He loves playing golf, farm work and bird hunting. Some of Kyle’s achievements include being part of the 2024 NATCAR Service Provider of the
Year for DFW and 2024 Home of the PGA of America fiscal development of the year.

Billy Breedlove serves as teh Vice Chancellor for Facilities and Planning and Construction for the Texas Tech University System and was appointed to this role on August 9, 2018. Breedlove manahes a team of 20 professionals and oversees all capital improvement projects greater than $4 million at the TTU System and its five institutions: Texas Tech University, Tecas Tech University Health Sciences Center El Paso and Midwestern State University.
Breedlove first joined the TTU System in 2010, serving as the Associate
Vice Chancellor of Operations, Risk Management, and Quality Assurance.
In this role, Breedlove managed the contracting process, provided quality
assurance reviews during project development phases, offered support for
quality control inspections, and promoted job site safety and health and
warranty management. All this while also maintaining the FP&C Design
and Building Standards for all TTU System projects.
Breedlove brings more than 35 years of experience to his position following
more than 12 years in the fire protection industry and more than 13
years managing agricultural processing facilities.
In addition to his role at the TTU System, Breedlove serves on the Board
of Directors for Carillon Senior Living Center.
A Lubbock native and graduate of Texas Tech University, he earned a
bachelor’s degree in construction engineering technology in 1986. Billy
and his wife, Amy, have two children–Ben, a Texas Tech graduate, who
now resides at Inks Lake with his wife, Brooke, and their daughter Blaire,
and son Blake; and Will, a Texas Tech graduate, who resides in Austin
with his wife, Kaylee.

Ashley Broughton, PE

Ashley Broughton graduated with her Bachelor and Master of Environmental Engineering from Texas Tech University in 2013. Shortly after, Ashley joined LJA Engineering in her hometown of Houston to design water and wastewater treatment plants. She earned her professional engineering license in 2017. Ashley has designed wastewater treatment plants, groundwater supply plants,
and lift stations across the greater Houston area and in the north Texas region. The thing she loves most about her job is mentoring and teaching young engineers. Ashley ad her husband Nash enjoy playing video games, enjoying their two cats and dog, rooting for the Astros, and traveling with their friends.

Jim Chambers, PE, PMT

Jim Chambers received his BSCE degree from Texas Tech in 1978. Jim is a native of El Paso, Texas. During his 38-year career in the
energy industry he worked in all facets of oil & gas production and energy development including engineering, production, construction, and project & facilities management. Jim started his career in South Louisiana as an offshore field engineer and progressed though all engineering and production supervisory disciplines. In
1994 he accepted an overseas assignment for CALTEX in Duri, Sumatra and remained overseas for the remainder of his career progressing through numerous production, petroleum, drilling, engineering, and project management roles in Kazakhstan, Angola, Nigeria, and China. He retired in 2016 as a Project Manager for in northwestern China. Jim and his wife, Edy (BS ‘77 & MS’ 78 from TTU in Food & Nutrition), live in San Antonio, Texas. They have 2 grown children, and 5 grandchildren. Jim and Edy enjoy traveling and hitting as many “bucket list” locations as possible. Jim continues to play in the church orchestra. He also enjoys hiking various National Parks with eldest son & grandsons.

Travis Clegg, PE

Travis Clegg is a 2003 graduate of Texas Tech University with a Bachelor of Science in Civil Engineering. He currently serves as a Director of Land at Westwood Professional Services. Travis has
over 20 years of design, management, leadership, business development, and client relationship experience in the civil engineering industry. Travis serves his clients mostly on front end entitlements and design of large projects around the Fort Worth area that include master-planned communities, mixed-use developments, industrial
warehousing and K-12 schools. He is the current Chairman of the Real Estate Council, Chair of the Home Builder’s Association-Government Affairs and the Chair
of the Fort Worth Development Advisory Committee. He is married to Brand Clegg (Texas Tech Graduate with a Masters in Speech Language Pathology) and has four children; Zanna (19), Turner (17), Reagan (15) and Briley (8).

Marc Cottingame, PE

Marc Cottingame was born and raised in the Dallas/Fort Worth metroplex and graduated with a Bachelor of Science in Engineering from Texas Tech University in 1992.  Upon graduation until 2003, Marc worked for ADS Environmental Services and RJN Group, performing master planning, design and construction services for water utilities nationwide. He managed several comprehensive environmental projects in Texas, Oklahoma, and Arkansas. 

Since 2017, Marc has served DWU as the Senior Program Manager for the Water Facilities CIP Program, which delivers $150 million per year in design and construction projects across DWU’s raw water supply, water treatment and distribution pumping infrastructure. Marc partners with the local and national community of engineering and construction community. He is a member of AWWA, where he regularly appears to share his experiences as well as news about the utility with the water industry. When he’s not speaking at events, he can typically be found volunteering or judging AWWA events and competitions.  Marc has visited area high schools, educating and promoting potential STEM students on engineering career opportunities. Marc holds a Professional Engineering license in the state of Texas.   Marc has two great kids, Ryan and Ashley. Ryan played football and graduated from Stephen F. Austin in 2017, and Ashley graduated here at Texas Tech in 2022. Marc loves playing golf with his friends and industry associates, hunting, fly fishing, and anything outdoors. Marc is dedicated to the water and wastewater and is a widely recognized leader in the industry.

Leslie Duke is Chair and CEO of Burns & McDonnell, a family of companies bringing together more than 14,000 employees to design and build our critical infrastructure. Leslie previously served as regional president and general manager of the firm’s South Central Region. She played an integral role in launching the firm’s EPC delivery method in the region and her efforts led to the development and successful execution of many multimillion-dollar projects and programs. She earned a bachelor’s degree in civil/structural engineering from TTU. Leslie and her husband, Travis, live in Lewisville, TX. They have two children and one grandson.

Cindy Engelhardt is a senior vice president and deputy practice leader in Halff’s Water Resources practice. With 19 years of experience, she specializes in leveraging federal, state, and local funding programs to enhance long-term resilience of our communities. She actively engages with elected officials through political outreach committees to provide informed insights and education regarding water initiatives and serves in various capacities within ASCE, TFMA, and ACEC. Cindy resides in the Austin area with her husband, Brent, and their two daughters, Hanna and Holly. As a family, they share a love for sports and outdoor activities, especially kayaking the Llano River.

Erin Flanagan is a 2001 graduate, earning both her B.S. and Master of Environmental Engineering. After college, Erin went into consulting and is now a Principal/Vice President and the North Texas Treatment Group Manager at Freese and Nichols, recently celebrating 20-years with the firm. She previously served as President of the North Texas Section of WEAT and co-authored publications for WEF and WE&T.  Erin is a cheerleader of all things Texas Tech and was an Adjunct Advisor for the Capstone ENVE class. Erin is married to a Red Raider and has three children. She enjoys traveling, snow skiing, and volleyball.

Rozbeh Moghaddam is the President and CEO of RBM Companies and an Adjunct Faculty at the University of Texas-Austin. His research focuses on the Load and Resistance Factor Design of Deep Foundations emphasizing on the Texas Department of Transportation foundation design practice, and his professional career comprises a variety of geo-structural designs and construction. As a practitioner, Dr. Moghaddam has participated in major projects in the United States, Mexico, Central and South America, and Europe with strong emphasis on deep foundations. He has developed and patented an innovative approach to the deep foundations load testing. He is actively engaged with technical activities for the American Society of Civil Engineers (ASCE) Chair of the Deep Foundations Committee, the Deep Foundation Institute (DFI), and the International Association of Foundation Drilling (ADSC). He was recently awarded with the ADSC’s Presidents Award.

Steven K. Nelson, PE, CFM

Steven Nelson graduated from Texas Tech University with a degree in Civil Engineering. He is a licensed professional engineer in the State of Texas, as well as being a Certified Floodplain Manager. After pounding survey hubs and inspecting wastewater treatment
plants around the panhandle for six years after graduation,Steven joined the City of Lubbock as a Civil Engineer responsible for floodplain management and Community Rating System (CRS) activities. Within his first year, he experienced the joys of a significant FEMA Map Change and CRS cycle verification visit. Steven and his wife Yvette Nelson, an Interior Designer with KSM Design Source, are proudly watching their three daughters bounce around the Tech campus charting their own paths. Steven grew up in Lubbock learning to admire the flat terrain, rainstorms, and
beautiful sunsets. Steven is active in the Texas Floodplain Management Association.
He has served on the state board as the panhandle regional director for 11 years and counting. He hosts annual regional continuing education training events in floodplain management. He also supports the South Plains chapter of TSPE.

Yvonne Rivera, PE, PMP, ENV SP

Yvonne Rivera is a project manager in the Water/Wastewater department at DEC. She graduated with a Bachelor of Science in Civil Engineering degree from Texas Tech University in 2008 and a Master of Civil Engineering degree from the University of Houston in 2011. Yvonne became a Texas Licensed Professional Engineer(P.E.) in 2012 a Project Management Professional (PMP) in 2021, and an Envision Sustainability Professional (ENV SP) in 2024. Yvonne has over 16 years of experience in water and wastewater facilities design, serving in roles at several prominent consulting firms in Houston, including DEC(2008-2014), Costello, Inc. (2014-2019), 5engineering (2019-2022), and back to DEC in January 2023. She has worked on numerous water and wastewater projects including water and wastewater treatment plants, lift stations and force mains, small- and large-diameter water lines, elevated water storage tanks, reuse water systems, rehabilitation and expansion of facilities, and water and wastewater studies. At DEC, Yvonne manages projects in the Houston area and around the state of Texas for cities, municipalities, and private clients. She is also regularly involved in business development activities.

Bradford Russell graduated from Texas Tech University with a dual degree in Civil Engineering and Architecture. He currently holds professional licenses in both Engineering (civil /structural) and Architectural fields. Bradford has been involved with local, state, and National Professional Organizations, where he has and currently serves the ASCE, SEAoT, and AIA. Married to Sherie for 30 years and the father of two sons, he enjoys the outdoors and spending time with his family. He can be found playing 42 or bridge with the family, or watching any Tech sport, especially baseball. He is an active member of his church.

Daniel Swanberg graduated with a BS in Civil Engineering in 2008.
He has over fifteen years of field and corporate experience in project
execution, engineering management, commercial development, business development, project management, project engineering, and integrity management for the upstream, midstream, and downstream oil & gas industry. His experience also includes the energy transition industry
with project development, feasibility, due diligence, and conceptual engineering in CCUS, biofuels, biogas (renewable natural gas), solar (grid interconnection), and hydrogen production facilities.
Daniel’s projects include petroleum refineries, biodiesel refineries, tank batteries, upstream production facilities, turnarounds, grassroots facilities, tank terminals, transmission pipelines, rail terminals, and
marine terminals.

Philip Wheat, PE

Philip Wheat graduated from Texas Tech University in 2007 with a degree in Civil Engineering. Philip has been performing water and wastewater design with a focused interest in large diameter pipelines up to 120-inches in diameter. He previously served as Chairman of the AWWA Robert F. Pence Drinking Water Seminar and is currently on the UCTA planning committee. Philip lives in Plano, Texas, and enjoys serving at this church,
watching Tech sports, and waterskiing. Philip’s greatest accomplishment is marrying his wife, Nina (whom he started dating his last semester at Texas Tech) and his two kids, Pippa and Asa.
