Teams: Top three from each district.

Individuals: Top 10 from each district.

Additional individuals may not be moved into the top 10 qualifiers when any of the top 10 finishers are on a qualifying team.

You will need to create a MileSplit account if you do not already have one.

Do not register alternates.

Race bibs (numbers) will be issued at packet pick-up.

Substitutions

2A, 4A and 6A

Sunday: Spelling corrections and substitutions can be made at packet pick-up.

Monday: All substitutions can be made at the finish line 30 minutes before race time.

1A, 3A and 5A

Monday: Spelling corrections and substitutions can be made at packet pick-up.

Tuesday: All substitutions can be made at the finish line 30 minutes before race time.

Substitutions are allowed on a qualifying team.

No substitutions are allowed for individuals not on a qualifying team.

Race Rules and Procedures

Block Assignments

Starting block numbers are randomly assigned.

Block #1 is nearest to the hill.
Block #32 is nearest to the water.

Race Numbers and Timing

Timing is incorporated in the race bib.

Race number must be visible on the front of the jersey.
All corners of the bib must be pinned to the jersey.
Alternates are not assigned a race number.
Substitutions must be made for competing alternates.
All runners must finish with a race bib attached.

UIL Course Restriction

The course is closed Sunday morning until noon.

The course is open Sunday and Monday afternoon following competition.

Race Day Warm-Up

Warm-ups can be conducted on the course prior to 8:45 a.m. each morning of competition. The course closes at 8:45 a.m.

Schools are not allowed to mark the course in any fashion. Violation of this restriction may be subject to disqualification.

Report Time

All runners should report to their assigned block no later than 15 minutes prior to the official race time.

Chute Procedures

Runners run through the line and continue through the entire length of the chute.

Bibs are disposable and will not be collected.

Athletic Trainers

Certified trainers will be located at the starting line, finish line and north of the bridge.

Restroom Facilities

There are no restroom facilities in the school or gymnasium. Chemical toilets are located near the starting line and the gymnasium.

Awards Ceremony

The awards ceremony will be held in the gym after each race as results become official.

Uniforms

At UIL regional cross country meets, athletes must wear legal, school-issued or school-approved uniforms that completely cover the torso. Team members must wear uniforms indicating they are from the same school. Bare midriffs are prohibited, and specific rules apply to bottoms, foundation garments and permitted accessories.

Please refer to the UIL Cross Country manual if you have questions.

Key Uniform Requirements

The Top: Competitors must wear a full-length school top. The top cannot be knotted, and no bare midriffs are allowed.
The Bottoms: Bottoms must be school-issued or approved and worn above the hips. Male competitors must wear loose-fitting running shorts. Female competitors can wear loose-fitting shorts, compression-style bottoms or closed-leg briefs, but high-cut/French-cut bottoms are prohibited.
One-Piece Uniforms: If a one-piece suit is worn, male runners must still wear shorts over the compression suit.
Team Consistency: All cross country team members must wear uniforms that clearly indicate they are from the same school, including matching predominant colors and school logo.

Foundation Garments (Undergarments)

Any visible garment worn under the uniform top and/or bottom is considered a foundation garment.
Foundation garments are not subject to the restrictive logo or color limitations that apply to the primary uniform.

Logos and Branding

Manufacturer's Logo: A single manufacturer's logo, trademark or reference, not exceeding 2 1/4 square inches, with no dimension more than 2 1/4 inches, is permitted on the top or one-piece uniform. Bottoms may have a larger manufacturer's logo around the waistband.
Flags: One American flag, not exceeding 2 inches by 3 inches, may be worn on each uniform item.
School Identification: School names, logos and the competitor's name may be placed on the uniform.

Footwear, Jewelry and Accessories

Shoes: Competitors must wear shoes on both feet. Spikes, if used, must not exceed 1 inch in length.
Watches: Wristwatches are permitted.
Jewelry: All forms of visible jewelry, including watches and bracelets, are legal for cross country athletes.
Headwear: Head coverings worn for religious reasons do not require state association approval but must fit securely and be made of non-abrasive, soft material.

Penalty

If an athlete wears an illegal uniform observed by a meet official, they will be required to make the uniform legal before competing and will be issued a warning. Subsequent violations result in disqualification from the event.

Emergency Action Plan

UIL Regional Cross Country Meet

Venue: Mae Simmons Park & Dunbar College Preparatory Academy (Lubbock ISD)

II. Venue Access Points & Geographic Profiles

Venue 1: The Cross Country Course (Outdoor)

Physical Address: Mae Simmons Park, 604 E. 19th Street, Lubbock, TX 79403

Exact EMS Ingress: Emergency vehicles must turn south off E. 19th Street into the main park entrance road. Drive past the Mae Simmons Community Center to the paved turnaround loop at the Mae Simmons Disc Golf Course parking lot and Dunbar Lake Boat Ramp.

911 Dispatch Script: "We have a medical emergency at Mae Simmons Park, 604 East 19th Street. Enter off 19th Street, drive past the community center, and pull into the disc golf parking lot by the boat ramp. A guide in a neon vest will meet you at the lot entrance."

Venue 2: The Awards Gymnasium (Indoor)

Physical Address: Dunbar College Preparatory Academy Gym, 2010 E. 26th Street, Lubbock, TX 79404

Exact EMS Ingress: Emergency vehicles must approach from the south via E. 26th Street, pulling directly into the school's south parking lot. Ambulances must park in the designated fire lane at the gym's main southern double-doors.

911 Dispatch Script: "We have a medical emergency at the Dunbar Academy Gymnasium, 2010 East 26th Street. Enter the south parking lot from 26th Street. Park in the fire lane directly in front of the main south gym doors."

III. Personnel Roles & Responsibilities

First Responder on Scene: Assess the athlete. Do not move them if a spinal, head or severe orthopedic injury is suspected. Direct a nearby official to contact the Lead Athletic Trainer via Radio Channel 1.

Lead Athletic Trainer: Dispatches the medical Utility Vehicle (UTV/golf cart) to the trail location. Evaluates the injury and determines if 911 activation is required.
Meet Director: Activates 911 if requested by medical staff. Dispatches a designated "Gate Guide" in a neon vest to the exact EMS entrance point to flag down and escort the ambulance.
Gym Site Coordinator: Manages all indoor emergencies during awards, secures the school's fixed AED, clears the south fire lane and meets incoming EMS at the 26th Street doors.

IV. Emergency Medical Equipment Locations

Course Medical Tent: Located 30 yards past the finish line chute. Equipped with a canopy, cold-water immersion tubs for exertional heat stroke, ice, trauma kits, splints and a portable Automated External Defibrillator (AED).
Mobile Medical Unit: The athletic training UTV carries a trauma jump-kit, backboard and a secondary portable AED to access remote trail loops, including the wooded brush loops and back hills.
Gymnasium AED: A fixed, public-access AED is located on the wall in the main hallway directly outside the gymnasium double doors at Dunbar Academy.

V. Strict Land Management & Vehicular Access Policy

Clear Zone Enforcement: The entire paved turnaround loop near the Dunbar Lake boat ramp and the first tee box of the disc golf course is a strict emergency fire lane.
Prohibited Setups: No team tents, pop-ups, spectator layouts or athlete drop-offs are permitted within 50 feet of this roadway or inside the turnaround loop.
Pre-Race Sweep: Parking attendants will sweep and barricade this zone two hours before the first race to ensure an unobstructed lane for emergency vehicles.

VI. Severe Weather & Lightning Contingency

In compliance with the UIL Weather Safety Policy:

Monitoring: The Meet Director will monitor local radar and lightning activity using a commercial weather tracking application.
Suspension: If a lightning strike occurs within 8 miles of the park, competition is suspended immediately. Air horns will sound three long blasts to signal evacuation.
Evacuation Shelters:
- Athletes & Coaches: Must evacuate the course immediately and shelter inside their respective team buses parked in the main lot.
- Spectators: Must return to their personal vehicles or seek shelter inside the Dunbar Academy Gymnasium, if open.
Resumption: Competition will not resume until a clear 30-minute window has passed without a single lightning strike within the 8-mile radius.
