Academic Council

Charge

The Academic Council serves in an advisory capacity to the Provost and Senior Vice President (PSVP) on academic matters. The Council provides leadership in determining academic policies, procedures, and priorities. Among a variety of issues, the Council considers requests for new academic programs and recommends course additions, changes, and deletions.  

Membership

The Academic Council is chaired by the Vice Provost for Administrative Affairs. The membership of the Academic Council will be broadly representative of Texas Tech colleges, schools, faculty, students, and institutional offices. The membership is composed of the following members:

  1. Chairperson, (non-voting)

  2. One associate/assistant dean for academic affairs or equivalent from each of the following:  Davis College of Agricultural Sciences and Natural Resources, Huckabee College of Architecture, Arts and Sciences, Rawls College of Business Administration, Education, Whitacre College of Engineering, Graduate School, Honors, Health and Human Sciences, Media and Communication, School of Veterinary Medicine, Talkington College of Visual & Performing Arts, Professional Studies, School of Law, and University Libraries. (1 vote each)
  3. Representative from the Office of the Dean of Students (1 vote)
  4. Representative from Athletics (1 vote)
  5. Representative from the Office of the Registrar (1 vote)
  6. Representative from Institutional Research (1 vote)
  7. Representative from Institutional Technology (1 vote)
  8. Representative from Advising Council (1 vote)
  9. Representative from Faculty Senate (1 vote)
  10. Representative from Staff Senate (1 vote)
  11. Representative from the Student Government Association. (1 vote)

Operating Procedures

The Council shall develop its own operating procedures subject to the approval of the Provost. Copies of all minutes and reports are provided to all members of the Council and sent to the Provost and to those appointing representatives.

Voting

Each voting member will have one vote. The chair of the Academic Council is non-voting unless a vote is required to break a tie. Ex-officio members are non-voting.

A simple majority of the voting membership of the Council shall constitute a quorum. Only designated members shall vote on matters brought before the Council with the exception that, in the case of a tie, the chair may cast the deciding vote. 

Members of the Council should serve in person. Proxy voting will be allowed if a voting member is unable to attend. 

When necessary, the chair of the Academic Council may call for votes between meetings, and such votes may be conducted asynchronously. Any votes conducted between meetings shall be fully documented, and the outcomes shall be reviewed as an agenda item at the Academic Council’s next regularly scheduled meeting.
