In the meantime, researchers should remain aware of the following key considerations:
Proposal Submission Guidance
- Submit proposals by published deadlines; electronic time-stamping determines timeliness.
- Agency review timelines remain uncertain.
- Review original funding announcements for updates on deadlines, scope, or requirements.
- Sign up for automatic alerts from funding agencies.
- Some opportunities may be temporarily suspended—monitor for changes.
Awards Guidance
- Active Awards: Contracts, grants, and agreements with federal agencies and contractors remain in effect unless formally modified or a stop-work order is issued.
- Deliverables: Submit progress reports and technical reports on schedule; overdue reports may jeopardize future funding.
- Prior Approvals & Modifications: Agency portals remain operational—continue contacting the Office of Research Services regarding modification requests. Delays in sponsor reviews may occur.
- Sponsor Communication: Expect limited responses from federal program officers during this transition.
- Budgets: Monitor project budgets closely, avoid deficits, and limit spending against future funds, as obligations may be delayed or unreimbursed.
