The Billie Burke Barclay Scholarship Endowment was created by Billie Burke Barclay in 2020 to provide scholarships to students majoring within the Davis College of Agricultural Sciences and Natural Resources, with preference given to students from rural areas.

Billie Burke Barclay is originally from Fort Worth, TX and graduated from Texas Tech University in 1994 with a degree in political science. He went on to graduate from Concord Law School (now Purdue University) in 2014.

Billie currently lives with his wife of 20 years, Karen, in Dallas, TX. Karen is originally from Gainesville, TX and went to the University of North Texas to receive her undergraduate and master's degrees in 1991 and 1993, respectively.

Billie is president of A&B Gunite in Fort Worth, TX. He and Karen own a ranch in Coleman, TX, which is where Billie's interests in helping rural youth started. Billie's father was a big supporter of their area FFA and 4-H programs, and that has inspired Billie to give back to TTU. His father was a long-time member of the Fort Worth Stock Show Syndicate and has sent many kids through college since 1985. Each kid that shows a steer at the Fort Worth auction receives a $10,00.00 college scholarship. Billie fell in love with supporting the kids once he joined. After his father passed away, Billie set up a family trust to continue on his father's passion by supporting rural youth in Texas with scholarships.

Billie believes that family farms and ranches have a future and wants students at Texas Tech to have the ability to get a college education and further their farm and ranch interests, and be able to provide a good living to themselves and their families.
