The Sturgess Scholarship Endowment in Landscape Architecture was established in 2018 by Biff Sturgess. This scholarship is awarded to undergraduate and graduate students in good standing majoring in Landscape Architecture with a preference for students from historically underrepresented groups. Additional preference is given to students from Swisher County, if applicants are available.

Biff grew up in Tulia, Texas and received his undergraduate degree from Texas Tech University with a Bachelor of Science in Biology. He then received his master's degree from University of Texas at Arlington where he studied landscape architecture. Biff is a licensed landscape architect in Texas and California with almost fifteen years in the profession. He has worked on a broad range of projects with site budgets ranging from $150K to $300M. He returned to Hocker Design Group (HDG) in 2013 following seven years with a national firm's Houston office, having focused on large scale urban projects where he served clients in many capacities. Biff developed an early appreciation for horticulture, planting techniques, and the importance of water to the landscape at a young age. He relies on that foundation and a strong understanding of business and design to influence a successful outcome in every project that HDG undertakes. The blurring of lines between landscape architecture and urban design is an integral component to his design approach, and the coupling of these closely related fields is revealed in the projects in which he has been involved. Biff has also taught graduate level courses in landscape architecture, focusing on landscape ecology, general design, and regional planning. He served as an implementation project manager in the financial software industry prior to becoming a landscape architect.
