| Position Description | Performs compliance activities concerning research security risks and export control concerns at the university and the compliance with federal regulations, including export control regulations, sponsoring agencies policies and procedures related to export controls, and university policies related to safeguarding research integrity and security. The Research Security Specialist (RSS) will also be responsible for assisting with the administration of the government security program in accordance with federal regulations, guidelines, and intelligence community directives. Due to the nature of the duties of this position, this role will require the individual to obtain a Top Secret security clearance. This position is reserved for use in the Office of Export and Security Compliance. |
| Essential Job Functions | Work with the Assistant Director to develop and implement an effective export control and research security compliance program that aligns with regulatory requirements and institutional policies. Serve as Assistant Facility Security Officer in managing TTU industrial security program (7B144). Assist with the development and delivery of ongoing training, education, and guidance to campus pertaining to export control and research security risks. Ensure compliance with the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), the Office of Foreign Assets Controls (OFAC) regulations, and other import/export laws. Prepare, review, and maintain records and other documentation related to research compliance, proper authorizations, etc. Assist with TTU's export control license applications, including drafting license applications to be submitted to regulatory agencies, when applicable. Assist with the development of technology control plans (TCPs) as needed and conduct monitoring of implemented TCPs. Review export control terms and conditions in sponsored program proposals, awards, procurement agreements, and ancillary agreements. Advise members of the TTU community on export control issues such as vias applications, visitor requests, international travel/shipments, deemed exports, and identification/handling of restricted persons. Work collaboratively with the Associate Director and other TTU units to develop and implement the University's Research Security Program in response to the requirements of the National Security Presidential Memorandum 33 (NSPM-33), CHIPS (Creating Helpful Incentives to Produce Semiconductors) & Science Act, and the NDAA (National Defense Authorization Act, annually updated), as well as regulations that have been adopted by Federal agencies related to these and other requirements. Assist the Facility Security Officer in the implementation and management of TTU's industrial security program. Maintain facility clearance records. Support the FSO in developing, implementing, and monitoring security policies, procedures, and controls to ensure compliance with federal regulations (e.g., NISPOM, DoD 5220.22-M).Submit visitor access requests for official travel through DISS. Prepare for and participate in audits, inspections, and self-assessments conducted by the Defense Counterintelligence and Security Agency (DCSA) and other regulatory bodies. Deliver security briefings and debriefings to personnel. Perform periodic self-inspections to evaluate and maintain the effectiveness of the security program. Assist the Assistant Director and other TTU units to develop and implement the University's Research Security Program in response to the requirements of the National Security Presidential Memorandum 33 (NSPM-33), CHIPS (Creating Helpful Incentives to Produce Semiconductors) & Science Act, and the NDAA (National Defense Authorization Act, annually updated), as well as regulations that have been adopted by Federal agencies related to these and other requirements. Participate in appropriate professional organizations such as AUECO, NCMS, ECTI, etc. Perform other related work as needed. |
| Qualifications | Bachelor's degree in a job-related filed plus four (4) years of experience in export control compliance, higher education, research compliance, or industrial security; OR Master's degree in a related field plus two (2) year job-related experience. * Previous military experience or experience with an industrial security program * Experience with export control compliance. * Three years of experience in a field that demonstrates the ability to work independently and manage multiple projects. * High degree of personal integrity. * Experience in engineering or relevant scientific or technical disciplines. |
| Knowledge, Skill, & Abilities | Requires independent judgment, as well a strong organizational and communication skills. Excellent and demonstrable computer skills in Microsoft Office Suite (including Excel), Adobe, database programs, internet searches and web-based software, such as Visual Compliance and Cayuse. Working knowledge of federal export control and/or industrial security systems. Must be able to obtain a Secret level clearance. * Ability to interpret federal regulations and communicate them to faculty and staff in an understandable manner. * Knowledge of EAR, ITAR, and OFAC laws and regulations. * Strong analytical and problem-solving skills. * Strong interpersonal communication skills * Excellent written and verbal skills. |
