Samuel G. Spicer “Sam” was born in Dallas, Texas.

Sam Spicer is a graduate of Texas Tech University where he obtained his Bachelor of Business Administration in Accounting. Mr. Spicer has been in the oil and gas business since 1985 and has served as president or CEO of numerous energy companies including Kentex Energy, LLC, Kentex Energy Corp., Brookeland Energy, LLC, Wapiti Land Partners, Inc. and Spicer Oil Company, Inc. He is presently CEO of Kentex Worland, LLC which owns the largest gas field and largest cryogenic plant in north central Wyoming. Mr. Spicer's companies have created over $2 billion in incremental value.

Mr. Spicer has served on numerous charitable and business boards and is presently on the prayer board of East West Ministries. He is a member of several energy related organizations including the Dallas Petroleum Club, Dallas Wildcatter's Committee and the Adam Energy Forum. Mr. Spicer has also owned and developed several real estate projects located primarily in Texas and Colorado. In 1992, Mr. Spicer owned the Electra Lake Ranch which was the largest private property in northern La Plata, County Colorado. Prior to entering the oil and gas business, he was an accountant for a local Dallas law and accounting firm.

Mr. Spicer has been a founding shareholder of three Texas banks. Mr. Spicer served on several committees and was vice-chairman of Sovereign Bank of Texas at the time of its sale. Mr. Spicer is presently a founder and director of Dominion Bank (headquartered in Dallas) and also serves on the bank's Audit Committee (chair), Director's Loan Committee (chair) and Executive Compensation Committee (chair). Mr. Spicer also chaired and acted as emcee for the Bank's advisory board until COVID social distancing.

Mr. Spicer is married to the love of his life (Olesya Spicer, MD & PHD), and they reside in Dallas, Texas with one daughter. His passions are his wife, the Lord, his country and the magnificence of the outdoors.
