W. Frank Newton was Texas Tech Law's longest serving dean (1985-2001) and a former president of the State Bar of Texas. Dean Newton's accomplishments included increased diversity in the student body, the faculty, and the staff; a major addition to the Law Library; implementation of a comprehensive computer network; and increased funding from both state and private sources for the Law School and the Law School Foundation, including substantially increased scholarship support. He was instrumental in implementing the Pro Bono Policy for the State Bar of Texas and establishing the Bar's Pro Bono College. Known for his dedication to ensuring access to justice for low-income Texans, Newton served for nine years as a chair of the State Bar's Legal Services to the Poor in Civil Matters Committee. After retiring from the Law School, he served as the founding president and chief executive officer of the Beaumont Foundation, which supports the use of technology to enhance and advance the lives of underprivileged individuals and populations.
