Texas Tech University School of Law is proud to announce the appointment of Max Maxwell
as the Director of the new Texas Tech School of Law Veterans Clinic. Maxwell is a
seasoned attorney with nearly 35 years of legal experience and an impressive military
law and veterans’ advocacy background.
As a retired Colonel in the U.S. Army Judge Advocate General’s (JAG) Corps, Maxwell
has held prestigious positions, including Deputy Legal Counsel for U.S. Africa Command
and the first Strategic Initiatives Officer for the JAG Corps. His extensive experience
also includes serving as Staff Judge Advocate for V Corps, Legal Advisor to NATO’s
International Security Assistance Force Joint Command in Afghanistan, and Chief of
the Defense Counsel Assistance Program at the Pentagon.
As an advocate, Maxwell has assisted hundreds of soldiers facing adverse actions.
Over his 20-year tenure as a supervisory attorney, he has mentored young attorneys,
helping them develop strong legal arguments in both military and civilian contexts.
"Helping clients effectively requires advocacy, mastery of the law, and emotional intelligence," he stated. "I look forward to guiding Texas Tech law students in honing their legal skills in a clinical setting and teaching them how to serve those who have served. I cannot think of a more exciting mission."
Maxwell holds a law degree from the University of North Carolina at Chapel Hill, an
LL.M. from the U.S. Army Judge Advocate General’s Legal Center and School, and an
M.S. from the National War College.
The Texas Tech School of Law Veterans Clinic, made possible by a $1.25 million donation
from the William A. Brookshire Foundation, will provide free legal services to veterans
across West Texas starting in August 2025. As the only pro bono clinic in the region
focused solely on veterans' legal needs, it will assist with benefits claims, discharge
reclassification, and other civil matters confronting veterans. Referrals will come
from VA hospitals in Lubbock and Amarillo, and the clinic will also serve as a training
ground for law students inspired to advocate for veterans.

experience and vision to this role. His leadership will strengthen our outreach to
veterans and provide our students with an exceptional learning opportunity. We are
honored to have him lead this vital initiative, and I am excited to see the positive
impact the clinic will have on the lives of West Texas veterans.”
